CSS 2021 Announcement Query
 
Why has CSS 2021 not been announced yet?
Considering that FPSC announced the final result of CSS 2019 on time, the delay in announcement is definitely not due to COVID-19.
Is it due to the CSS reforms, that were under pipeline?
Or due to special CSS exam, that was announced a few months back?
Why is this commission conducting a special CSS exam when there are already 151 unallocated candidates from CSS 2019? Why does it want to tap further into something that hasn't proven to be competitive enough to be recruited into civil services? The idea shouldn't be to give more and more chances, the idea, instead, should be to improve the quality of education there. There's no point of increasing frustration in one part of country and giving chances to the other. In Pakistan, unfortunately, there's no recognition of talent.
Also, if these reforms do get accepted, what will be the mandatory subject for PAS? Public Administration or Political Science? Somebody going for Science subjects can't opt Political Science.. as its just too much ordeal to choose these subjects altogether.

I think October isn't far away, and hence all your queries and concerns will be answered. In 45 days, if the applications don't open up for CSS 2021, then probably the exam is being delayed. :s

Albeit, I think they won't delay it. Reforms will probably be for the CSS 2022 exam and hopefully everything goes smooth this year. But, we'll get clarity by start of October, so fingers crossed. Although there is a public notice each year by May/June, but there hasn't been any notice of that sort this year.

FPSC conducts recruitment drives throughout the year. This includes CSS as well as General Recruitments. If you read the notices on FPSC's website, all general recruitment processes were delayed due to corona since March 2020. The recent delay notices declared that the recruitment processes (including MCQ test, descriptive test and interviews) will continue from mid of September 2020. This means that everything has been delayed by 6 months (due to halting of all recruitment processes from March to September).

They were able to declare CSS 2019 result because only a few interviews were left when the lockdown was imposed. Those few candidates were called for the interviews as soon as the lockdown was relaxed and so FPSC was able to declare the result of 2019 without much delay. CSS 2020 written result will also be announced on time because the processing of checking the papers was not affected by the lockdown. However, as far as CSS 2021 is concerned the papers will likely be delyed by 4-5 months. This is because FPSC has to first conduct all the MCQ test, describtive tests and interviews which were delayed due to COVID, not to mention the announcement of government to conduct a special CSS exam before the 2021 exam. This is just my opinion, I may be wrong.

Secondly, as far as the decision of special exam is concerned. Please understand that Pakistan is a Federation. All the federation units (provinces) have right of equal opportunities and resources. However, this has not been realized in Pakistan. The education standards of Punjab and Balochistan are hardly comparable. To bring the standard of education in Balochistan/Sindh on par with Punjab will take decades. So you can't expect the people of Balochistan/Sindh to wait for that to happen. To keep all the provinces happy CSS has the quota system. Vacancies are left unfilled because only a few people qualify the exam from the un-privileged provinces. CSS special exam will likely be less competitive so more than enough people from the less-privileged areas will qualify the exam to fill all those vacant seats.

One of my acquaintances was selected for PAS despite having stood somewhere between 60 or 70 in CSS. Another of my friends wasn't selected for PAS despite being among top 40 candidates. The former was from Karachi and the latter from Mutlan.
But the guy from Karachi was a LUMS graduate and the guy from Multan graduated from a not-so-good institute.
The idea is, why would you assume that everyone with Sindh or Balochistan domicile would've had been educated in their respective provinces. Can a Sindh Rural guy not be a Luminite?

Yeah, in such cases I agree its unjustified. Many people from different provinces get their degrees from top-tier education institutes in Punjab. They use their domicile to get a better allocation. This is a loophole that many people have exploited since ages. To avoid this, FPSC should also consider candidate's education institues along with their domiciles, this strategy is also used by HEC.

I think General Recruitment is totally different from the CSS, and hence I don't see they would delay CSS because of General Recruitment. They can not delay the CSS by 4-5 months just because GR wasn't conducted because of the pandemic, since delaying the exam by 4-5 months means the whole process is pushed ahead, and that affects the training start date, STP start date and FPOE etc as well.

I would be very surprised if they do that though. However, I did e-mail FPSC a few weeks to ask if the exam will be conducted on time, and they said yes it will follow the usual October (Applications Open) / Feb (Exam) route.

So, fingers crossed!

Well FPSC conducts both CSS and general recruitment. FPSC uses the same staff to conduct both exams. I doubt they are capable of handling all the delayed general exams as well as CSS in the upcoming months. Also CSS 2021 exams announcement has yet to be made, usually they advertise about it in March and applications open in Sep-October.

Delay in exams has happened in the past as well and the CTP and STP dates have changed accordingly so that's not a problem. Also the people who reply to FPSC emails are very unreliable (check out the previous result date discussions, they have replied with wrong information multiple times).

Anyways, we will know for sure by October. Lets hope for the best (which is relative since delay in exam would be best for some aspirants)

exams will be on time. registration for css 2019 occurred in december. prepare according to mid february

What do you think? Will there be a delay in exams? As most of the health experts think that Covid-19 might be at peak in winter season.

FPSC has announced the registration date. Online registration last date is 3 November. Exams will be held from 18th February.

I think the notice seems alright. The only beneficiary of false information of exam will be academies and allied industries.

I find it quite remarkable that Shahzad Arbab has stated that Special CSS Examination are going to be held at the end of the year, despite the fact no official notice from FPSC has been published. Yet, a Notice is already circulating on Facebook for CE-2021 Examinations.

I don't know when will aspirants learn to google. That advertisement is very real, it was published in DAWN newspaper yesterday, here is the link:
