Their applications were rejected due to various reasons. Either due to non-submission of fees, over age, or maybe due to late submission of hard copy. These candidates are provisionally allowed to appear in exams, but they are then asked to prove their case before a tribunal. If the tribunal decides that their excuse is genuine then it will accept their papers. Otherwise, their attempt is counted and their result ( in both cases) is withheld.

No worries. Happened with me too. Just contact them at fpsc. Maybe through phone or mail. And best is to just go to their office. They will resolve everything smoothly.

They may ask that why you were not able to give them your degree. And maybe they will make you get some required documents from your university. So, that's a simple procedure. And they will give you time. For me, they even have me time of like 11 days or I don't remember exactly maybe two weeks after interview. But that was for other reasons nearly same like this degree one.
