My Dear Amir,
I think we are suffering the consequences of the malaise that afflicts the administration of this system. In order to reform it, efforts are underway but this is a time consuming process. I don’t want to carry further the difference of the opinion that exists between us. However I would rather note the following. 1- Government machinery grinds slow but sure; 2- Government servants are not policy makers; they only implement the policy formulated by the government; 3- A government servant can not air his views anywhere, if he prefers to do that he will commit misconduct which is an offence under the Government Servants Conduct Rules 1964; 4- We take tasks upon ourselves because we want to test the waters not because we are certain about the outcome. If someone is an aggrieved party, he could expose the people whose machinations are causing so much consternation to the hapless budding CSPs. For that matter one would have to establish himself as an “aggrieved party” which are the PSPs only in the case under reference. 5- Don’t compare your past job with the Civil Service. MNCs are motivated by profits only while a state is geared towards achieving the welfare of all, at times incurring losses in the process too. 6- The CTP is late because one wheel of the system moved faster than the rest of them, which is now catching up with it in addition to the ongoing reform process. Change is inevitable, Civil Service does not mean being rulers sans elections, it means being true deliverer of service to the needy. Yar this is the last of my opinion on this topic. However, it is just an opinion. For the benefit of other members of the group, I would love to note that Amir is a friend and it is just a friendly banter of thought amongst us. Regards Ibra Khan |

i can understand your frustration. It stems more from your ambition and some what from the system. The system needs to b corrected, there is no doubt about that. Once you join the academy, and then your job, i bet you will come to terms with the creeping pace of reform or deforms. By the way, i think getting a government sponsored MBA from LUMS is an excellent idea. |
