FPSC Merit Policy is Discriminatory
 
Past history and the 2007 exam's DMCs displayed on CSS Forum show that FPSC is distorting merit. Since the Chairman is politically appointed and the Panel members serving or retired bureaucrats, candidates with strong bureaucratic, army or political backgrounds are given top positions by giving them extraordinary marks in interview.A candidate from NWFP, who secured overall 5th position has secured 797 and is first in written has been pushed to 5th by giving him 15 marks in interview.I also sufferred in 2005 exam because i was not from a bureaucracy family.
i strongly suggest that merit should be determined completely by the written score.In interview, the panel should only examine whether the candidate has the necessary skills for administrative services.

bro i don't think its possible .... bczz thats the way it has been from the start and many ppl are even against the provincial quota but that too won't change ... if u really want a change go meet the new prime minister (u'll get the appointment on spot but u will have to wait for 3 to 4 hours to meet him) he mite be of some help to u ...

Since you do not have strong evidence to support your claim I think the failure/not allocation thing has left a bad taste in your mouth. I know someone in the 2007 batch whose father served at a higher post in the armed services(either army or air force) but she only scored 125 in the interview. interview does not depend on how you score in the exam. they dont even score how you answer them, but rather it is the way you tackle their questions. it is about your habits most importanly, not about how much you know.

Dear Fawad, do you know if some one gets less then 100 marks , in this case you mentioned, 15 marks in interview then he gets failed, and if you are failed in interview you are FULL FAIL. So how can he"...been pushed to 5th...." ??????

Secondly i know alot of people who have no background in the domains you mentioned and still they got high positions,

dear your arguments are not strong, am not saying that corruption isnt there, but people from lower status also get good positions.

those who have passed can say that they deserved because if they give weightage to my opinions, a question mark would hang on their competence.
what i said is a reality.Go and ask all the top position holders,they will be from a strong bureaucratic family.
The candidate from NWFP secured 153 marks.
this is one example.ask different people, you will endorse my view.
a poor may also get good position but that is very rare.
interview marks are always misused and these marks create all the difference and determine your fate.
answer me one question.why was Keyani removed?just because he refused to accommodate the four favourite candidates of Shaukat Aziz.

I dont think Kiyani was removed for not accommodating shaukat aziz's people. it had to do with the promotion of some people. Kiani resisted their promotions.
even from this year's result there are a lot of people who have gotten good positions but are not linked to any families.
apparently you are angry because the only time you could pass the exam you could not get allocated. its time to move on. study for the next year if you still have any chances left. if not, then look for some other career. CSS is not the end of life.

A political or bureaucratic influence mite be of some help but most of the ppl come on merit

now u will say that the interview panel must have favoured him because of his bureaucratic background ... plz don't forget ... he studied at the prestigious Quaid e Azam University and is a gold medalist (they don't give gold medals due to bureacratic backgrounds) and he has been teaching at GCU Lahore where a teacher of mine who was a PHD in History from QAU was not appointed .... what do u think he was a layman who just passed his BA with 360 marks and topped css ? The candidate who topped from NWFP will still be allocated PSP and hes not calling FPSC discriminatory ... then y r u ?
