Fresh seats are only 217. 72 seats are carried over seats belonging to different regions ( mostly sindh). So AJK share from 217 not 283. Some difference is due to fractional calculation.

AJK quota is 2% in total. Out of that 10% is reserved for women and 5% is reserved for minorities. So, the seat calculation is done through following procedure.
AJK Open Merit: 1.7% (of total seats) Women: 0.2% (of total seats) Minorities: 0.1% (of total seats) If no one from women or minority qualify the exam, their respective quota (0.2% and 0.1%) is not added in "AJK Open Merit" quota rather it is carried forward. As the number of seats this year are 217, the AJK quota goes as follow; AJK Open Merit: 3.68 seats (So we are getting only 3 seats this year. However, the ED could have given AJK 4 seats as last year's carry forward fraction is 0.2 seats. After including that it becomes 3.88 seats which could be rounded up to 4. But they only gave us 3 seats which are as per rules non-challenge able. And remaining 0.88 seats would be carried forward to CE2012.) Women: 0.43 seat (As women dont get one complete seat in a given years if the total seats are less than 500. So the fraction is carried forward and added to next year's women seats. After adding the fraction of women quota of previous years, 1 seat is awarded to women in AJK) Minorities: 0.17 seat (I dont think if any minority has ever got seat from AJK however this quota is, as per rules, deducted from AJK Open Merit and added up for any future allocation.) So, in reality AJK boys get only 1.7% of the total seats.

For Kashmir Open merit the seat calculation would be as follow;
(Total Fresh seats x 1.7%) + any carry forward fraction. So, If there are 200 seats, there would be 4 seats for AJK (AJK Open Merit) after including carry forward fraction of CE 2011.
