About Rules of Women Quota Allocations:
The federal government on May 22, 2007 announced the reservation of a 10 per cent quota for women in all federal jobs. The quota was in addition to the posts they would secure on open merit.
CSS 2008 candidate Nargis Shazia Chaudhry and 13 petitioners requested the court to change the method of quota allocation. She argued that first the general merit seats should be filled and then the 10-percent women quota should be applied to the remaining women candidates. She also requested that the open-merit seats vacated by women, who moved to better groups under the quota, be filled by women only.
The FPSC criteria earlier allowed filling up the open-merit seats vacated by women by whoever happened to be next on the merit list. This, the petitioner argued, resulted in less women getting CSS allocations which was not declared policy.
The Supreme Court directed the FPSC in the last week of August to change the manner in which it allocated the women candidates in CSS. Below is the gist of the SC ruling:
“That the women on higher merit positions in all provincial (or regional) quotas will be given a preference to occupy the quota seats and the seats they vacate will also be considered quota seats and be filled by women only”.
After the SC ruling a seat vacated by a woman can only be filled by another woman.
Below is an excerpt of the order written by Chief Justice Iftikhar Muhammad Chaudhry in the above mentioned case. This will definitely help you understand the mechanism of allocation.
“Problem started when she (Nergis Shazia Chaudhry, CSS 2008, Merit No. 343) was not accommodated and instead a female candidate from general/open seats preferred for DMG group on account of her higher merit, statedly, was accommodated against a seat available in similar group in reserved quota for females and in open merit seat a male candidate was accommodated. Actually it should have been other way round, such as, to recognize the higher merit of female candidate she must have been accommodated against the seat meant for dmg group in a reserved quota but at the same time the seat which, statedly, fell vacant in next available group in open merit on account of her adjustment should have been transferred to the female quota to ensure availability of 19 vacancies in order to achieve the objective of reserved quota”.
Regarding your question about allocation of 51 2346 AMNA RAFIQUE PUNJAB:
She falls in Punjab Merit. Yes you are right that on account of her higher merit and preference she will be given DMG from women quota. But point you are missing is that at the same time the seat the she vacates in open merit will now be considered as women quota seat in order to ensure the availability of all 11 women quota seats for those women who do not fall in open merit in order to achieve the objectives of reserved quota. That means that last allocated women will be 211 Abida Mariam or
213 Shireen Hina Asghar. Hope things are clear now.

Above is point, very much valid as for women.
This is further to your query

Now this is ridiculous. open merit seats vacated by women should be allocated on merit without any gender discrimination. I can't see any logic in allocating merit seats vacated by female candidates to female candidates strictly. Not a good decision on court's part.
