It all depends upon no of seats. Though you are on the border line but in my point of view you have chances of allocation (In Sha Allah). I can't what are you saying about suitabilty clause. but as far as i know suitability clause is applied to judge whether the candidate is suitable for particular group espicially PSP.

Allocation? Did you just ask that? That is very humble of you.
If nothing unusual happens, you are going to get allocated to a group which is at least not less than your 5th preference.

sorry but cannot get dmg, psp, fsp or customs. Can get IRS, MLCG,PAAS depending upon his preference

Certain amendments have been made, as some of the candidates were reported to be from FATA.
Moreover, there is no absolute information regarding total number of seats for KP, but a source has estimated them to be around 24.
