Default Injustice with regard to Vaccancies: A fatal blow to qualifiers of 2012

It humbly submitted before your formidable and respectable office that Civil Superior Services Exam is the most prestigious, coveted and highly regarded exam for recruitment into the civil services of Pakistan. Qualifying CSS exam is next to fulfillment of a dream for the educated and well aware youth of our country. Many a aspirants devote their precious time, energy and efforts to prepare for this exam. The driving force behind youth’s urge and inclination towards the CSS exam is the sense of national service and sentiments. Graduates from all over the country, across all the provinces, desire to see themselves become civil servants in order to bring good name to their nation as well as their family. High hopes, sentiments, expectations and anticipations are associated with the candidates of this revered county-wide exam. In other words this youth is the guarantor of bright future of our beloved country.
It is unfortunate, but more than that lamentable, that there are a number of disappointing wrongs that need to be corrected. As a result of these neglected and unresolved issues, there is a wide-spread feeling of despondence, degradation, desperation and melancholy among the present and future aspirants of the CSS exam. With the rising rate of unemployment and dearth of opportunities in our country, eligible students devote their time and energies to prepare for this exam, but upon realizing the injustices, impartial and biased results, they too are discouraged. This pitiable predicament of the youth leads to a way-ward and pernicious attitude toward life and ultimately society. I take this opportunity to bring to light some of these numerous issues before your kind consideration, which are given below:
1. Allocation of qualified CSS candidates depends upon number of available vacancies in the twelve departments offered by Federal Public Service Commission of Pakistan. This year these vacancies have been announced after considering December 2012 as the cut-off date, whereas final results of the CSS exam including the merit list have been announced on 20th May 2013. It is submitted that the lapse of time period from announcement of vacancies up till the declaration of the final merit list must have resulted in creation of new vacancies by virtue of retirement, demise, promotion and such other factors associated with Federal employs. Only if establishment division undertakes their appropriate and rightful duty by announcing vacancies from the date of announcement of final results i.e. 20th May 2013, a large number of candidates from all over Pakistan would easily be allocated against the newly created vacancies. It is the responsibility and prime duty of the establishment division, Federal Public Service Commission of Pakistan and candidates of CSS to realize this important, effective and imperative point and implement this suggestion without further ado or delay.

2. It has been learnt from credible and reliable sources that one of the reasons for the current dearth of vacancies is that a number of officers from numerous other departments are accommodated through deputation in groups such as Information, OMG and MLCG. For instance, presently there are more than sixty (60) deputed officers from other departments working in MLCG. Resultantly, there are no chances of any vacancy in the upcoming allocation to be made by the Federal Public Service Commission. Similarly a deficiency of vacancies will be created in other departments as well.

3. It is note-worthy that after declaration of the final result of the CSS exam, Chairman Federal Board of Revenue had announced thirty four (34) vacancies in the Customs Department. However, it has transpired that these thirty four (34) vacancies are not being considered in allocations this year; instead, according to unofficial sources, only five (5) vacancies of Custom Group will be available this year. This is gross injustice to the students, blatant disregard of law, violation of rights and dereliction from duty by the Establishment Division and that Federal Public Service Commission of Pakistan should take notice and play a visible and viable role with regard to this matter.

These above mentioned issues along with other concerns are a major cause of despair, consternation, grief and deep-seated disappointment for the candidates of Civil Superior Service exam. Therefore, it is prayed that these issues may please be taken up by the Establishment Division and the Federal Public Service Commission. The candidates of CSS are also hereby urged to pursue their cause. It is the paramount concern and responsibility of the candidates to safeguard their rights and prevent the violation and usurpation of the rightful claim of the qualified candidates. Most importantly, Government Authorities such as FPSC and the Establishment Division must realize their duty, responsibility and obligation to resolve and address the just concerns of qualified candidates in order to prevent unabated prevalence of dejection among the youth of our beloved country.

Yes this is great injustice to the qualifiers of 2012. After a long tiring wait of about 14 months the bulk of the qualifiers will not make it CSA The concerns raised above by the member are very valid. Through this forum I, request the active members specially Sir, Sarfarz shami, Ms Bukhari, Ali Malah sb and seniors to come forward and discuss this issue of utmost concern and chalk out some plan in this regard. Im also aware of this issue. If these vacancies from 31st dec 2012 to 20th May 2013 are added many css qualifiers will be allocated because of new vacancies. Many seats of css quota are occupied by deputationists from other departments which must be provided to css qualifiers. I hope Establishment division takes notice of this grave issue and allocates css qualifiers by using those vacancies.

All these issues are very urgent and should be raised at every possible platform. But before going ahead, it should be clear what is the 12-month period for announcement of number of vacancies? I mean to say, what is the rule for this cut-off date? Does this rule specify the 12-month period? Is this period from Jan to Dec or from announcement of merit list of a year to announcement of merit list of next year?

Default Injustice in creating vacancies for qualifiers of 2012

1. December 2012 has been considered Cut of date for calculation of seats whereas result announced on 20th May 2013.
2. Officers are working on different departments on deputation against the orders of Supreme Court. 60 officers only in MLCG.
3. Seats are not being included of OMG which have been vacated by sending back officers on deputation, almost 200 seats are vacant.
4. FBR chairman announced 34 seats of customs. Why these are not being included?
5. Orders of parvaiz mushraf to accommodate all qualified as it is done in Indian Civil Services are being ignored for years and years.

My appeal to all those who are going to be surly allocated, unallocated and those who are at border plz come forward and discus this issue because this thing will benefit all.

Well, if these facts are true, they are indeed thought provoking. Such figures can accommodate a number of candidates who are left out.

Clarity to the following questions is needed:

1. My previous question as to what is the 12-month period for announcement of number of vacancies? I mean to say, what is the rule for this cut-off date? Does this rule specify the 12-month period? Is this period from Jan to Dec or from announcement of merit list of a year to announcement of merit list of next year?

2. Do you have a documentary evidence for availability of the vacancies in OMG, MLCG and FBR?

3. If pervaiz musharaf ordered this policy, then why it was not implemented? is this order still in order?

01. RULES OF FPSC with regard to Vacancies. "The approximate number of vacancies in BS-17 to be filled on the results of this examination will be announced later. The Government, however, reserve the right to fill a smaller or larger number of vacancies than that announced".

this rule of FPSC does not make anything specific, it depends on Establishment Division whether it announce earlier or later. but according to to rule seats will be anounced later in case of css exam. but in general recruitment seats are announced at the the time of advertisement. in case of css exam vacancies are to be calculated after the announcement of results.....

02. Yes....60 officers on deputation in MLCG, case of OMG officers was under discussion during last govt and in supreme court. these more than 200 officers were deputed by Raja Parvaiz Ashraf. now they all have been sent back. http://www.thenews.com.pk/Todays-New...deputationists. now news of their repatriation are coming from every corner.

03. Mushraf's orders were never implemented just bcz of bureaucratic red tap ism. this policy was the copy of Indian Civil Services. for instance if Mushraf's orders are not in function now such rule can be made again in order to accommodate max number of candidates. when Bhutto can get passed all those candidates who were fail in one paper thn why this govt can not make such rules. it totally depends on Prime Minister of Pakistan. if we all candidates put forward our concerns and submit our requests to PM Nawaz Sharif then any thing can happen.

Note... if any one ready to come with us to file petition we'll bring all documented profs in court InshaAllah.

1. Yes, this rule is vague; it needs to be clarified by a legal expert. But logically speaking, the no of vacancies should be calculated to the date declaration of the final result.

2. So far as deputations in the OMG group are concerned, these media reports are enough if the media reports are acceptable. But what about documentary evidence of deputations in other groups including MLCG?

3. It is deplorable if an order of president of the state is not implemented. This order must have been null and void because presidential orders are time barred until passed by the parliament? But at least we have an example and we can raise it every platform.

These all issues are valid. We are with you, plz prepare a concrete plan to put forward the issues before PM. I assure to accompany you at every platform.

Seniors, qualifiers and others plz come forward and offer your comments as regards above issues.
