Then 75% of the seats will go to Punjab. Only few people from other provinces, lower in merit will get allocated.

Brother, we have already lost East Pakistan. One of their major grievances was under representation in public services. So, in order to preclude another "fall of Dhaka" quota system is necessary.
Read 16th amendment to 1973 constitution.

Regional quota is understandable, but 10% quota for women is totally gender discrimination. We all know that women can compete with men and it is quite clear from the above mentioned list, then why there is 10% quota for them?
We often observe that a male candidate having merit no around 250 is not allocated while a female candidate having merit no.550 is allocated.

Exactly.If u have same level of education in whole country than quota system is not necessary but in pakistan there is a huge difference

Total no. Of seats for 2012 are 198, the rest ie 49 are carried over seats from previous years. The carried over seats remain in the same quota in which they were announced. So, AJk cannot have a carried over seat of panjab or sindh.
As far as AJk is concerned, you should be thankful to ED.
2% of 198= 3.96 rounded to 4
Whereas for GBFAtA : 4% of 198 =7.92 is rounded to 7.
And as far as quota for territories and provinces is concerned, it is on the basis of population, so that every region of Pakistan is represented in public services as per it's population. If doesn't have anything to do with educational facilities.
And as far as educational facilities are concerned, I welcome you to visit tribal areas, your this misconception would be cleared.

It has little bit to do with education, otherwise there would have been no Sindh Rural and Sindh Arban system, and may be in near future, fpsc could announce Punjab Rural and Arban system.

And, you must also visit Villages of Sindh and Punjab or Balochistan, where you can't even think of primary education, only ghost schools are there. because Schools are used as a marriage hall by respective Waderaas.
