Reallocation means that seats of those allocated candidates in CSS 2012 who dont want to join their allocated geoups are offered to those next in merit.

Hifsa:
There are many guys who are not satisfied with the groups to which they are allocated eg postal, OMG, Information , railways etc. so if these guys have a better option somewhere else, they don't join. Or there are some who had been previous years but in hope of improving ther group, they appear in exam again. Though, they pass but don't get a better group, they opt to give up their fresh seat. Eg a guy allocated to IRS in 2011, appeared again in 2013, but to his dismay this time he was allocated to postal. So he won't join postal, right. So the postal seat is left for the guy behind him in the merit.
So, you have to take exam again and again if you don't get allocated.
It means if you have passed written as well as interview but didn't get allocated, all you have would be a DMS. So try to learn something from that DMS, and brace up yourself for next attempt.

Women get benifits on qouta in two ways, that doesnt means 2 chances.

In general seats: women can go from lower group to a better group because of qouta
Above mention qouta apply on seats before 147

In women seats: women can allocate in css.(12 women benifited this way this year)
Above mention qouta apply on seats after 147

Hifsa:
If you look at the allocations of GBFATA this year, you will Find answer for your query.
Seven seats were allocated to GBFata: PAS+PSP+Customs+IRS+ 2 OMG+ railways.
Out of these seve seats, 2 were reserved for women: customs+ police
One seat -omg- was reserved for minorities. No one passed, so this seat will reappear as carried forward seat ( for minorities again) in 2013.
Now merit of GBFATA was such :
Merit no 100 Shahana shakir ( obviously a lady) topper of GbFAtA.
Merit no 170 Sohail Abbass
Merit no 206 Shakeel Pasha ( qualified CSS 2008 and currently serving in audit.
Merit no 243 Hassan Wazir
Merit no. 261 Rehmat Ali
Merit no 351 Saiqa Abbass
Merit no 513 Ambreen Ali.
Allocations were as such:
DMG: Shahana shakir , 1st in GBFATA
Sohail : IRS ,2nd in GBFATA ; though he had Police and customs as his preferences after DMG
Hassan wazir : OMG; 4th in GBFaTa, but got allocated in OMg cause Shakeel pasha , 3rd in GBFATA , had not opted for OMG , and the groups he preferred we're not available eg FSP, PSP( reserved for women), customs( reserved for women)
Rehmat Ali : 5th in GBfata.
Saiqa Abbass : she was not 6th but 8th in GBFATA. She got allocated in customs because the seat was reserved for women. Sohail, shakil, Hassan , Rehmat Ali and two other guy( not allocated) though higher than her in merit couldn't get allocated to customs cuz it was reserved for women.
Ambreen Ali: She is 18th in GBFATA but got allocated to PSP, even though it was one of the top two preferences of all 16 guys higher than her on merit.

Now, take SHAHANA Shakir, she is a lady but didn't avail women quota seat because she didn't need that. She got her first preference from FATA general seats. Now if GBFATA were given one DMG seat and if that single seat was reserved for women( like this year police and customs) Shahana would have still be in DMG but would have availed the seat from women quota.
So, can you now understand the advantage of being a lady in this exam.
Surely ladies have better chances than guys.
I hope I answered your query.

according to my knowledge 1 guy (out of 8 PMS+CSS) didnot send acceptance . so punjab merit goes to 148.
now what other 7 will do
1.join CSS & leave PMS
2.defer & stay in PMS (most probably)

let see hope is still there

even if they choose to defer and leave seat at a later stage, still can be given to the one next in merit IF Mr Ghulam rasool win the case in SC against fpsc.

Soon after that Mr. Gulam Rasool went to Balochistan High and got the decision in favor, but fpsc refused to accept the decision as it was against the policy of fpsc in practice, sooooooooooooooooooo me along along with four other friends are waiting for this dilemma to over and we could our allocations smooth, now the case has approached to Supreme Court ,,,,, another voyage to travel.
