If you really have been a government employee for at least 2 continuous years according to the definition given in FPSC rules and regulation regarding government employees, then you are eligible for this test till the age of 30. there is no doubt about that.

following rule only extends for tribal areas, you may find out where you stand, or may be not.
AGE RELAXATION
(ii) The upper age limit will be relaxed by two years up to the age of 30 years in respect of :—
The candidates belonging to the recognized Tribes who are permanent residents of the areas mentioned-below and whose families have been living in these areas. Such candidates must attach a certificate (Annex-B of Application Form) to be issued by Political Agent/DCO/District Magistrate in support of their claim :—
1. Balochistan.
2. Tribal Areas of D.I.Khan and Peshawar Divisions (including former Frontier States of Dir, Swat, Chitral and Amb).
3. Former excluded (Baluch) area forming part of the Dera Ghazi Khan and Rajanpur Districts.
4. Former Tribal Areas of Mardan and Hazara Divisions.
5. Upper Tanawal Area of Hazara Division.

Dear, in your CSS application form, there is a section (1 page) namely Annex-E which your Boss has to sign, and there is no reason that your boss wont fill that page for you unless you are working in some private company by binding yourself in some sort of contract, in which case you are no more applicable to apply for age relaxation.
