can we submit our form in regional office in lahore as i am from lahore? or we have to send it to islamabad via tcs?

FPSC Lahore is a provincial office not the regional one and yes you can submit it there.

it is mention on form, attach degrees. But detail of marks and subjects is not mention on degree, it is mention on marks sheet. So what should i do?

FPSC is not interested in your marks before CSS examination. Therefore you need to submit only degrees, and certificates.
