Default 257 seats for CSS 2015. Good news for CSS qualifiers

As per my info, there are 257 seats in which
40 are of PAS/DMG
32 are of PSP.
There are 371 candidates who have passed CSS written exam. So a good news to cheer up.

Do these estimated seats include the carry over seats or are those separate?
