Why is it that all those who fail essay get 30 or below marks? are we to believe none of the failures in essay came close to passing it?

Jisko pass karna hota hai usko 40 de detay hain baaqi sab ko 30 ya uss se neechay takay koi rolla na dalay.

I have passed both papers of English without any preparation. Sadly, I have failed in public ad. Many others have passed these papers too. Either they have failed in Islamiyat or in 1 optional subject. Some have also failed because they failed to cross 600 marks.
