Up to now there is no any information about CSS reg. for exam 2019.
I think Govt. is doing something new>>>>>>>

submission of hardcopy of online form along with all attested documents and original Treasury Receipt of Rs.2200/-, so as to reach the FPSC Headquarters, Islamabad within 10 days of the closing date,
Hard copy should reach fpsc office within 22 December right?

I just read the rules, it doesn't have any mention of the exact quota of each province. In 2018 rules document they mentioned the quota percentages at the end. I think they are still under discussion and will be released later.

Yes, if you submit your online application on 12th Dec, then your documents must reach FPSC by 22nd Dec. I would urge you to submit it as soon as possible because FPSC's website tends to crash on the last date.

CSS 2019 Rules.

Age-limits.– (1) No candidate shall be eligible for admission to the competitive examination unless he is neither below the age of twenty-one years nor above the age of thirty years on the cut-off date.

Explanation.– A candidate born on or before the 31st day of December, 1988 and on or after the 2nd day of January, 1998 shall not be eligible for the competitive examination of the year 2019.

Conclusion:
Those born on or after 1st January 1989 are eligible.
