Nope, but it seems to be official because they have been posting FPSC stuff for a long time. However, this rumor does explain why they have not opened the registration yet.

Ok, will doctors be eligible to apply for css or not??? What type of specific degree will be needed to apply for css??

According to rumors, three clusters will be formed. One will be a general cluster which will include the top services i.e PAS, PSP, FSP, PCS. For this cluster, anyone can apply regardless of what degree they have. For other clusters, you will need specific degrees. That's all I know and all of it can be false. Wait for the official updates from FPSC website.

Yes. The screening test seems impossible at this stage, as the exam will commence from 14th Feb.

Why there is so much confusion about the delay in online registration for CSS 2019 attempt?
Last year registration was opened on 24th October 2017. Its just 27th Oct this year and lots of rumours have started to come out on different forums.
Relax and focus on your studies.
