7) Third world countries are either compelled or elated to adhere to the covert dictates of the global powers

8. Conclusion

Farhan Kaif, You were the one I remember who appreciate these outlines when we took the essay paper

Now what am I supposed to do if my outlines cannot earn me 0 marks? tell me what should I do now? Should I accept this and move on?
Brother if you show your essay outline to anybody and ask him to guess the title or essay gist , not a single person will be able to tell what you wrote about. This essay was more about philosophical ideas, starting from oneself, interpreting personal biasedness and than expanding to society and world.

Gender Studies 37 (Seriously? paper was better imo)

This was my first attempt and it has utterly discouraged me. I don't think I will be able to appear again!

I think your marks are fine. You should appear in 2020 if you have been preparing for it.
Gender studies was ‘targeted’ this year so it didn’t matter how your exam went.
I doubt Essay will be hit two years in a row.

Reading the posts published by the aspirants reflect that their command on the English language has considerably improved. In the essay paper, it is not the expression and the intellectual capacity now but the parochial approach--either deliberately or foolishly--adopted by the FPSC that utterly discourage aspirants from speaking their minds, and fail them so brazenly. Change your subjects. Go for Criminology and other less popular subjects that have less competition. Don't give up, I am amazed to see how well you scored in Precis.

Judging from all this hue and cry about essay scores, I have one word. Negative marking. You write a spotless shining essay. But every mistake (spelling, lack of connectivity, contrary to stance statement) bites a chunk out of your score. You are eventually left with 10,11 or so marks. There is no other explanation.
Solution: keep it simple, keep it tight. You automatically obliterate any room for error.
