Reform body proposes axing four CSS cadres

* Recommends personality tests for candidates

ISLAMABAD: The National Commission for Government Reforms (NCGR) has formally recommended that the government abolish four out of the 12 cadres of the Central Superior Service (CSS).

According to official documents available to Daily Times, the four cadres recommended for abolishment are the Pakistan Railway Service, Pakistan Postal Service, Commerce and Trade Group and the Information Service of Pakistan.

It says Pakistan Railway Service and Pakistan Postal Services should be made autonomous commercial bodies with independent accountability systems. It also recommended that recruitment to the Information Service be frozen until the government takes a firm decision on it.

The NCGR also recommended changes in the current examinations system. Sources told Daily Times that the commission had recommended that the Federal Public Service Commission (FPSC) should recruit officers only for the District Management Group, Pakistan Foreign Service, Police Service of Pakistan, Audit and Accounts Service, Income Tax Service and Custom and Excise Service. The commission reported that an initial, objective, “screening” test of 60-90 minutes for civil services officers should be mandatory for all cadre and non-cadre positions. It recommended that the common examinations for all groups should be comprehension and communication skills, English essay/précis writing, Pakistan studies, general knowledge and current affairs.

It recommended that candidates for different groups should be tested according to their occupational requirements and proposed several mandatory elective subjects for the six groups supervised by the FPSC.

Personality tests: The commission also recommended that the FPSC should be provided with psychology experts to take personality tests of the candidates. Professionals from universities and research institutions have been recommended for this task.

Dear Journalist91119,
It's really a bad news if implemented. At lest abolishment of Commerce and Trade group should not happen. What is your opinion?

how much time does it take to really implement some rule.and so far as i have understood it is not rule yet just suggestion so how many years will it take to make it a rule if accepted and ----?

Are these reforms going to be implemented by 2008 (i.e. for Competitive Exams 2008) as well?

It means now there will be 5 or 6 service groups but the question is the same:-
Is this going to happen for CSS 2008 or it'll take time to be implemented and will not be applicable in 2008?

I agree with Nosheen, easier said than done! It might take FPCS a year or so to actually put it into force.

It seems as if after abolishing

Commerce & Trade Group
Railways Group
Postal Service Group
n perhaps Information group

from the charts of induction as CSP

and making Railways & Postal as autonomous bodies; it seems as if NCGR may do the next step as making CBR FBR as an autonomous professional body who may induct officers via its own process; and as the final coffin for Civil service.. may also stop in the next decade the Audit & A/C group induction via CSS. And then the only remaining groups via induction as CSP perhaps may be DMG, PSP, FSP only.

DMG cadre has already been shaken via devolution. However the PSP shines even brighter today as the strongest elite in Civil Service now a days.

and perhaps there may be separate special exams for each of DMG, PSP n FSP at that time after clearing the compulsory section.

This is only a wild prediction.........

One of the Goals of NCGR in civil service reforms as given on their official website is as follows

" Replacement of the concept of Superior Services by equality among all cadres and non-cadres of public servants. "

It means the devolution of Central Superior Services will continue till it no longer exists in its splendor form !

Will this bring any good for the better of the people or the other way!

YOU ARE ALL RIGHTS IN UR APPREHENSIONS,but is it really going to be implemented within a span of 1r2 years?Nosheen is quite right in her asumption,as we have been hering of computer being a compulsory subject for more then3years now,but no chance..............so dont worry.
