KARACHI: 17 officers recommended for induction into PSP

KARACHI, Oct 31: At least 17 beneficiaries of out-of-turn promotions were on Wednesday recommended for induction into the Police Service of Pakistan in a meeting that was postponed on Oct 29 to accommodate a single person.

The meeting, attended by the Sindh chief secretary, the provincial police officer, representatives of the home secretary, special home secretary and AIG-Establishment, recommended a list of the 17 officers to the secretary of Establishment Division, Islamabad, for the induction into the Police Service of Pakistan.

The meeting was earlier postponed for Wednesday reportedly due to the fact that the name of SP Ijaz Ahmed Shaikh, personal staff officer of the chief minister, was not included in the list.

It was ensured that the list tabled at Wednesday’s meeting carried Mr Shaikh’s name. In fact, sources said, the candidate himself paid a visit to the Central Police Office to ensure that all went well.

The 17 officers recommended for the so-called “encadrement” are Muhammad Arab Meher, Ali Raza, Ijaz Shaikh, Farooq Awan, Ayaz Khan, Fayyaz Qureshi, Abdul Hadi, Husain Ahmed Lahri, Akbar Shanghrani, Altaf Qadri, Muhib Ali, Irshad Saher, Azeem Tanio, Raja Umar Khattab, Fayyaz Khan, Ghayasuddin Rashdi and Javed Baloch.

The sources said there was a 60/40 ratio between the police service of Pakistan and the provincial service. If merit is to be followed, seniority in the provincial service is the criterion for induction into the PSP.

However, things are fairly different as almost all the 17 candidates recommended for “encadrement” have out-of-turn promotions.

All the promotions being made in the recent months are being given against future vacancies.

The sources said at present there were 43 superintendents of police in the provincial service, of them 28 had been promoted out of turn.

They said that the 1995 batch failed the departmental examination held by the National Police Academy even though the academy had relaxed its criteria and standards for the candidates.

Only DSP Qamarullah passed the Academy exam, but ironically he is still a DSP.

The National Police Academy had recommended that these officers be made to appear before the Sindh Public Service Commission. However, the recommendation was never followed.

Pointing to the case of the CM’s personal staff officer, disgruntled officers said that Mr Shaikh thrice appeared at the CSS exam but could not qualify. If he had qualified in his last attempt, he would have been part of the ‘27th Common’. But now as he has been recommended in the list of the “encadrement”, once approved he would become on a par with the ‘21st Common’, surpassing his present senior officers in the field. Within months they would be promoted to grade 19 from their present grade 17, the sources said.

“Merit has now nothing to do with promotions at least in the police service. Interested candidates should either invest money or sit close to the shoes of political bosses to get promotions in the Sindh police,” remarked an officer.

Getting promotion for a DSP as an SP, or for an inspector as a DSP has become much easier than the promotion of a constable as a head constable as poor constables do not have the money or political connection for promotion.

Citing the sorry state of affairs, an officer pointed that in 1990 Khurram Waris was appointed as ASI in the Sindh police and was working under the DSP Nazir Ahmed Mirbahar.

Recently DSP Khurram Waris got promotion as CM approved his summary. Now SP Khurram Waris holds the charge of SSP ACLU where his former boss Nazir Ahmed Mirbahar is serving there as DSP.

DSP Mirbahar has also moved to the Supreme Court of Pakistan requesting for the “cancellation of illegal promotions made under 9(a) of Sindh Civil Service 1973 and postponement of these officers encadrement into PSP cadre”.


ANYBODY PLEASE EXPLAIN WHAT IS THIS PROCEDURE OF ENCADREMENT AND OFFICERS FROM WHICH SERVICE ARE SELECTED FOR ENCADREMENT.
IT SEEMS MUCH BETTER WAY TO JOIN PSP THAN APPEERING IN CSS
