Pay scales merger rejected ISLAMABAD, May 15: The prime minister has rejected some important proposals of the Pay and Pension Commission on the grounds that conversion of all perks and privileges into money and merger of pay scales are impractical and will be no help in reducing the size and expenses of the vast government machinery. The prime minister has, however, accepted a proposal to double the basic salary of civil servants, reliable sources said. The commission had prepared its report in over 10 months. The sources in the finance ministry said the impact of a 100 per cent raise would be an average of 30 per cent in crease in the basic salary. “Government employees will get an increase of 20 per cent to 40 per cent depending on seniority because the government will withdraw the interim relief paid to them,” an official said. Most of he employees are availing an increase of around 60 per cent of basic salary as interim relief. The official said that the ministry had allocated Rs45 billion in next year’s budget for pay reforms against an expenditure of Rs105 billion proposed by the commission.The sources said the prime minister rejected the proposals during a presentation by Finance Adviser Dr Abdul Hafeez Sheikh and Secretary Salman Siddique. “Opposition to the report has been coming form top bureaucracy and the prime minister had been given several briefings on the matter,” an official said. He said senior bureaucrats had termed merger of pay scales unviable. According to the sources, the prime minister asked Dr Sheikh to justify how a deputy secretary and a section officer working under him would both be in grade 11 under the new scales. A deputy secretary is more than five years senior to a section officer. Currently, a section officer serves in grade 18 and deputy secretary in grade 19. According to the report, a secretary in Punjab will be in grade 16 and a federal joint secretary in grade 13. Federal joint secretaries generally serve as secretaries in the provinces. The top bureaucracy is also reported to be opposing the monetisation of housing and transport facilities although Dr Sheikh insists that it is essential for restructuring the government machinery. Some key federal secretaries have government-owned residences in Lahore, some even have two residences, while others are residing in government hostels and lodges in Islamabad. The senior officers who have families in other cities and those living in official residences are opposing the recommendation. According to the monetisation plan, the civil servants will be given a fixed stipend instead of official residences. The government may use the large residences for commercial purposes and generate income. Several senior officers are living in houses having high rents after getting special permission from the prime minister’s office. The discretionary power will be abolished under the new plan. Monetisation of transport facility will deprives the civil servants of official vehicles and government officers will only receive an approved amount for travel expenses. I have come to know that this year there would be an allocation of Rs 45 Billion under the heads of Pay and Pension( last year it was merely 8 Billion). So this is an indication that Govt is planning to give some material rise in the pay.
However, we must keep our fingers crossed till the D Day i.e. the day of announcement of budget coz anything could be turned upside down by then. |

INMH, the commission recommendations are more overwhelming than encouraging. I mean giving fixed stipend instead of official residents & car will make the life hell of civil servants in this hour of inflation and high rents. The most considerable, if not only, perks a CSS officer can enjoy are official residence and green number plate car. If they reclaim it from him then it will be very difficult for a person of ASP/ACO caliber to survive in low base salary + stipend proposed by the commission which will ultimately lead to corruption and disruption.
The commission have grievances that CSS is no longer attracted by high-quality candidates but still they want to implement something which will be disgruntled for the intellectual aspirant and will avert them from the country back-bone service. They should offer more benefits to the employees rather than cutting it off. There are few things which are really esteemed and admirable i.e. the way employees will be held accountable against themselves and will be rewarded solely based on their performance, exclusion of few groups from national pay scale, increase in pension and special allowances dispensation to teachers and health professional. Through these concrete measure they can attain good quality candidates and can improve their performance, also this will lead to substantial corruption downfall in key groups like police, judiciary and health. |
