PM cancels contracts of 9 senior officials

Prime Minister Yousaf Raza Gilani on Friday cancelled the contracts of nine senior officials in light of the Supreme Court’s (SC) orders.

The officials whose appointments were terminated included Inspector General (IG) Sindh Salahuddin Babar, Director General (DG) Federal Investigation Authority (FIA) Waseem Ahmad, Managing Director (MD) Pakistan Housing Authority (PHA) Mohammad Ali Afridi, and Deputy Director Intelligence Bureau Asghar Mehmud, among others.

Advocate Hafeez Pirzada later informed the SC about the cancellation of these employees’ contracts.

Earlier, a seven-member bench of the SC, headed by Chief Justice Iftikhar Muhammad Chaudhry had asked the government to terminate the contracts of 15 officers, which included the above mentioned persons as well as three federal secretaries and an additional secretary.

The decision regarding the remaining contractual employees is expected to be taken in the next few days.

LAHORE, Feb 20: Provincial home and law secretaries will meet in Islamabad on Tuesday to draft amendments to the Criminal Procedure Code for restoring the system of executive magistracy.

Official sources said here on Sunday that a meeting of the inter-provincial coordination committee held in Islamabad on Friday had agreed to restore the system.

The meeting presided over by Minister of Inter-Provincial Coordination Raza Rabbani was attended by chief secretaries of the provinces.
The sources said Mr Rabbani had asked the law division to invite the law and home secretaries of the provinces to draft the amendments to the CrPC needed for the purpose.

The magistracy system was replaced by district governments by the Musharraf regime in 2001 and powers of deputy commissioner-cum-district
magistrate were divided between the judiciary, police and some departments concerned.

Officials said that it had been agreed to restore the system of executive magistracy as it stood on August 13, 2001.

The sources said that the federal and provincial governments had informally taken the judiciary into confidence on the issue because they felt that they could not establish their writ without the executive magistracy.

PSP officers shying away from postings in KP

PESHAWAR: The elite Police Service of Pakistan (PSP) is occupying less than 17 percent offices of the district police officers (DPOs) in the troubled Khyber Pakhtunkhwa province. The rest of the positions are occupied by the provincial civil service (PCS) officers or rankers.

There was a time when the PSPs were dominant occupying almost all the important offices of DPOs reaching more than 90 percent and only a few PCS officers could manage to get any top police positions. Rankers could hardly get any senior positions.

However, since the law and order situation has taken an ugly turn, most of the PSPs have preferred to get postings outside Khyber Pakhtunkhwa. “At present, the PSP officers have been posted to head the district police force only in Peshawar, Abbottabad, Haripur and Kohat. The rest of the 20 DPOs are from the PCS or are rankers,” a source said.

The media directorate of the Central Police Office was asked to provide a complete list of the officers from PSP, PCS and rankers but none of the officers bothered to do so. However, sources disclosed that the ratio of rankers is the highest among the DPOs most of whom were in fact junior officers but were given shoulder promotion to post them in the troubled districts against the senior positions. “These posts had to be filled. As there is already lack of PSPs, the authorities had to appoint rankers and PCS officers against relatively senior positions,” said an official while requesting anonymity.

A senior PSP officer said that one of the reasons the province lacks PSPs is the mandatory service in Frontier Constabulary. He also said that several PSPs have recently been posted in the province from other provinces and they included the DIG Hazara region and some other DIGs and SPs.

Trainee civil servants visit PU

LAHORE - A 19-member delegation of the 38th Common Training Programme (CTP) of federal civil servants visited the Punjab University (PU) on Monday. On behalf of the vice-chancellor, Registrar Dr Akhtar received the delegation while Undergraduate Studies Director Dr Amir Ijaz, Institute of Biochemistry & Biotechnology Director Dr Amin Athar, Examinations Controller Dr Zahid Karim, Resident Officer-I Javed Sami, Treasurer Dr Uzma Ikram, Adviser to VC Ikramullah Khan and External Linkages Director Maria Maldonado were also present on the occasion.

Dr Amin Athar briefed the delegation about the admission policy and criteria and apprised them of the varsity’s four campuses, departments and constituent colleges. He briefed the delegation regarding academic programmes of the varsity and said that strict merit and transparency is being ensured while admitting students and because of focus on research affairs, the PU has improved its ranking from 6th to 4th in the recent survey of the Higher Education Commission (HEC).

Dr Uzma Ikram, also a 21st Commoner, told the civil servants that fees is not a source of income for the varsity and about 62 percent of the university expenditures are met through its own resources. She said that more than 2,500 scholarships are being awarded to needy students. Dr Zahid Karim said that the PU was taking over 287 examinations and over 0.55 million students participated in them. The delegation led by Additional Director Farooq Ali thanked the varsity administration and admired the varsity’s academic progress.

10-year jail for Incom Tax Commissioner

LAHORE - An Accountability Court on Monday awarded ten year imprisonment to an Additional Commissioner Income Tax (Sargodha), namely Muhammad Iqbal, on the charges of misappropriating Rs 170m.

The court has also imposed a fine of Rs 10m on the convict along with confiscation of his moveable and immoveable assets. As per details, NAB Punjab had filed a reference against Muhammad Iqbal on a complaint.

The investigation disclosed that the accused during his appointment in Lahore had made assets of Rs 170m beyond his means of income. NAB had filed a reference against him in the court and later the accused had secured bail from the court.

Punjab to shed more `dead wood`

LAHORE, Feb 18: The Punjab government is repatriating senior district management group (DMG) and police officers to the federal government to what official sources said on Friday `shed the dead wood`.

The government had recently sent five BS-21 DMG officers to the federal government.

Sources said five more DMG officers in BS-21 would soon be sent to the federal government. Around eight to 10 DMG officers in BS-20 would also be surrendered to the federal government.

There is one post of the chief secretary in BS-22 but five officers of the coveted grade were staying in Punjab, officials said adding there was a plan to send the extra ones to the federal government in near future.

They said police officers in BS-20 and 21 were also being sent to the federal government.

“The idea is to surrender those overstaying in Punjab and to seek their replacement from the federal government from amongst the officers serving in Islamabad or other provinces,” sources said.

Meanwhile, the government transferred Chief Minister`s Inspection Team (CMIT) member Irfan Ali and posted him Board of Revenue (BoR) member. OSD Altaf Ezid Khan was posted CMIT member.

Land Records Directorate project-director Ali Raza Bhutta was made an OSD and additional charge of the post was given to food secretary Irfan Elahi.

Muhammad Usman Anwar, currently at the disposal of Lahore Division commissioner, was posted Lahore additional commissioner against a vacant post.

Pakpattan EDO (Revenue) Aslam Hayat Sial was transferred and posted Anti-Corruption Establishment Multan region director against a vacant post.

Syed Mashhad Raza Kazmi, awaiting posting in the Services and General Administration Department, was posted special judicial magistrate, Gujranwala, against a vacant post.

Default CSS officers’ arrogance?

CSS officers’ arrogance?

CANDIDATES who appear and pass the Central Superior Services examinations are considered the most talented and intelligent lot of the country.

However, I would like to draw the attention of the authorities concerned towards the arrogant and humiliating behaviour of CSS officers towards their subordinates. It is beyond comprehension why these civil servants treat their own staff like personal, domestic servants. For example, a CSS officer can call his subordinate anywhere, anytime without any specific reason.

Can anyone concerned with this issue shed some light why these CSS officers are trained in the academy to behave in such a harsh manner?

Ill-treatment I WOULD like to highlight rude behaviour and arrogance of civil servants towards the common man. The ill-treatment of people by these civil servants has become a daily routine.

To give an example, I recently went to the office of district accounts officer but returned after being treated rudely.

Civil servants should always keep in their minds that they have been given the position to serve the common man rather than act like masters.

DMG officers pushed for out-of-turn promotions


ISLAMABAD: The 11th-hour inclusion of seven officers of District Management Group, generally considered as the most powerful group in civil bureaucracy, in the agenda of promotion list of Central Selection Board (CSB) has raised many eyebrows.

Details reveal that a meeting of the CSB was held on January 1-2 for the promotion of officers mostly from BPS 19 to BPS 20 and many items were left over in the meeting. A new meeting of the board was convened on February 9, 2011, by the Establishment Division to take up the leftover cases but, to the shock of many, a new item was introduced in the leftover agenda which was only for the DMG officers.

Sources told The News that some 131 officers from 14 groups, including provincial and ex-cadre groups, have recently completed Senior Management Course held at National School of Public Policy, Lahore, from September 2010 to January 2011 but only seven DMG officers were hand picked for promotion in the board meeting convened solely for the leftover items in the Jan 1-2 meeting. Sources said that it was once again the DMG card which was used because the newly appointed Rector National School of Public Policy, Ismael Quershi, is a DMG officer while the incumbent Secretary Establishment Rauf Chaudhry is also a DMG officer.

The DMG officers, who have been promoted in the CSB meeting, include Shahid Ashraf Tarar, Muhammad Ali Shahzada, Ishrat Ali, Ali Sher Mahsud, Mrs Ambreen Raza, Mohyuddin Ahmad Wani and Ahsan Ali Mangi. It is worth mentioning here that a few of these officers did not have the required length of serve in BPS-20 yet they have been promoted on additional charge basis.

Sources said that the promotion of DMG officers was not part of the original agenda but the list was revised for only DMG officers and an entry at item 6-A Serial No 31 “consideration of promotion cases of DMG Officers from BS-19 to BS-20 was put in the agenda item.”

The Secretary Establishment, Rauf Chaudhry, when contacted by the News said that the vacancies for DMG posts were available, therefore, these seven officers were considered for promotion.

He mentioned that the establishment secretary happens to be secretary of all groups and not merely of the DMG. He said that the posts in rest of the groups were completely filled but against the 68 DMG posts only 32 officers were promoted in the CSB meeting on Jan 1-2.

When asked about the length of service of a few officers, Rauf Chaudhry replied that it was not a serious issue because people do get promoted on additional charge basis and when their length of service is complete their case once again comes to the CSB for confirmation.

When asked that it was alleged that he and the NSPP rector were DMGs, therefore, DMG officers were given an out-of-the-way favour, the secretary denied it, saying that he was the secretary of all groups and not of DMG alone.

List of re-employed babus in the making

ISLAMABAD - A comprehensive list of contractual officials working in government sector including corporations, ministries and other departments falling in the jurisdiction of federal government, is in the making and this move for sure will send a wave of shock to the hundreds of baboos, sources said.

While the authorities are collecting the details of re-employed contractual officials from each department and institutions, falling under the jurisdiction of federal government, a list obtained from the Federal Ministry of Law and Justice revealed that 37 officials were re-employed on contract basis, while some posts created under the MP scale.

The list further disclosed that the posts in MP Scale were created in 2006.
The appointments were made completing codal formalities following formal advertisements in the press.

Interestingly, appointments of sr. joint secretaries were made from retired district and sessions judges from various high courts with the approval of the Prime Minister without advertising the posts in the press. These officials were re-employed on hefty salary packages plus vehicles/petrol and other allowances.

None of the higher officials of the Ministry of Law and Justice dare to speak on the record when asked about the fate of these contractual employees.
