Default Grace marks

I failed by two marks in 2010. Passed all subjects but my aggregate was 598.

It means that theortically speaking one can get 12 additional marks as a whole if one is failing in each subject by 1 marks ??

Wao...
At least now we wont have to accuse luck that it made us to fail just by one mark
But does it really matter?? Will not aspirants calculate 39 or 32 as passing score?? And the ones who will get 38 or 31,, would say... if only the examiner had awarded us one more mark, we could have easily got another grace mark and would have passed

Kindly refer me the rule number from 2014 rules which states that there is no grace mark policy anymore. Regards
