This is not what you think it is. The link reproduced by you clearly states in it that the screening out test for consolidated advertisement number, what ever the number was, that means the screening test is to be held for those specific posts announced by FPSC, as a long followed practice, not for CSS Competitive Exam. Hope you get the point.

it means screening test will not be held this year for css competitive exam 2014..am I right? please tell me

Dear the link you have given describes the screening test for general recruitment test phase 5, and the screening test for CSS will be held in CE-2015 as it has been announced by FPSC that due to workload they had decide not to take screening test in CE-2014
