Why so many qualifers have only single name?

Dear everyone in css forum, most of the persons, mentioned in the final merit list of css-2009, have only two names! This means that they have only a first name and a last name: no middle name!

Several others are even more shocking: they have only one single name total! This means that their only name is their first name as well as their last name as well as perhaps their middle name.

Please can somebody explain why this is so? How do so many of the qualifiers who are aiming at pursuing AT LEAST the next thirty years of their life in civil service of Pakistan, have only ONE name? Is that all the information they could provide to the government? One single name is all the information the Government of Pakistan need to know about their to-be civil servants for the next more than thirty years???

I could not understand this!
