Seats that are left empty by allocated qualifires??

dear members i want to know about 2009 css qualifiers who have passed the exam but could not join the post bcs of any reason.rather they are allocated but not joining.if any one has any information about that plz cpntact me .its urgent plz give me any thread about that if any one knows.
