has any minority passed exam in punjab? there are 9 seats reserved for minorities in punjab and i think they will remain vacant. keeping in mind the unemployment rate i pakistan and efforts of candidates in css it is quiet unfair to keep these seats vacant.

10-20 years down, i fear that there will be more seats for minorities than merit seats.

Red Tapism refers to strict adherence to official formalities, taking a lot of time while doing the documentation, lots of paper work. It has nothing to do with wrong policy formulation and strategic mistakes. Illogical seats allocation is, therefore, an example of maladministration and outdated strategic mindset. :)
