The Unethical practice of defferring the allocation!

Dear seniors and friends!

I would like to know your precious opinion on the practice of deferring the allocation. Don't you think (though legal) it's unethical???Because it has been observed that the person who defers his joining CTP usually does not join next year too and in this way the vacancy is wasted! and Above all the labour and hardwork of a candidate (i.e next in merit) is wasted as well, who would have joined if the allocated candidate had not deferred his joining.

I know a guy who was in our university, he was from a very humble background and had worked extremely hard to do CSS despite poverty and all sorts of problems. But friends, he could not come on merit, e.g he was on 81st position where as vacancies were only 80 and thus he neded the withdrawl of one allocated candidate to get the allocation . There was one allocated candidate, who was already in BPS 17 and was not interested in the allocated group and that’s why he had no intensions to join CTP that year or the next year. Everyone was sure about him that he would not join and he would refuse it. But despite it, instead of refusing and giving chance to that poor guy who was on 81st position, that allocated candidate decided to defer his joining. Later on he did not join next year too and in this way the vacancy was wasted!!!! The person on 81st position who badly needed allocation remained jobless for sometime and ultimately surrendered! yes dear friends he committed suicide!!! After his death his family is suffering in abject poverty today.I am an eye witness to this real story.

Dear friends every year in CSS, there are some allocated candidates who are already in good jobs, and owing to the fact that they don't get good groups they defer it, despite the fact that they don't have any intensions to join next year either! In my humble opinion, they must think about it. They should exercise only two options ---One: JOIN, Second: Refuse! they should not defer! Because their decsion to defer may cost another Life and the sufferings of generations of a family.And their decision to refuse and give chance to the candidate next in merit may save the future of a person and a family!

Your precious opinion views are welcome on this issue!

first of all thanx a lot for raising ur voice regarding such an important issue... i will second ur views. is somebody is already on a good job and he is just taking css examination to become DMG/PAS officer, or PSP, so if he z not allocated in these group he/she should stright away inform the commission/establishment div....

Agreed! Deferring ctp should not be allowed, candidates must set their priorities, If they are coming to the service then these crucial decisions should be made keeping in view all aspects of their personal as well as professional life.....if for emergency basis (rare) it is inevitable to defer ctp in a certain year, then it should be allowed just for one year, instead of three...with the increased competition, obsolete rules should also be changed!

I am really sorry to hear about the person you quoted who lost his life. In my opinion, there is no harm in deferring the allocation if one has the intention to go for it in case one doesn't improve ones group or whatever are the circumstances.

In CSA you are not allowed to reappear and majority of the candidates defer it because they want to go for next attempt to improve. In these cases it is quite justified to defer and keep the option in your hand which you earned through your hard work and with Allah's blessing.

I tend to agree with your view. People should be confident and strong enough to make the hard choices and then live by their consequences. If the bureaucracy is really what it claims to be i.e. a frame of steel- then the people becoming a part of it should have the will of an iron-man. If someone decides to become a part of the civil services then one should gratefully accept whatever group one is allocated and not take subsequent attempts. However, if one is vying only for one of the most coveted groups then one should not even bother putting down other groups in the preference form. In this manner, there would be no need for deferring CTP. But as long as the FPSC does not get rid of such outdated policies one has every right to defer CTP.

P.S.
Please accept my condolences for your friend. It is indeed very sad to learn of such talent going to waste like that. But committing suicide is not the solution. It's just an easy way out of a difficult situation. My heart goes out to the bereaved family but I feel no sympathy for the poor departed soul.

It really depends. Yes, you are right to an extent that deferrals must not be allowed without any genuine reason. However, if there is then no harm to allow people to defer to next term.

What about people who are maybe abroad for their masters and they have intention to come back after a year? Deferrals definitely sound right for them.
