if you are serving as an officer in the armed forces then you got to get your NOC from MS branch ,through proper channel.you have to past the newspaper advertisement along with application to the concerned MS branch.who will then consider your case at appropriate level and then accept or reject your application. in my case i had already done masters in International relation in private a year before , in good grades.so i managed to convince them that i could do it..
