Cause of Delay in Result
 
This appears to be a cause in delay in the announcement of seats and allocations. His first preference was PAS/DMG.


IHC summons FPSC chairman, secretary establishmentThe Islamabad High Court (IHC) Wednesday directed Chairman Federal Public Service Commission (FPSC) and Secretary Establishment Division to appear before the court in person on Thursday (today).

Justice Shaukat Aziz Siddiqui issued these orders in a contempt of court application moved by a petitioner Muhammad Usman Qayyum for not allowing him to appear before a board conducting the interviews of successful candidates of Central Superior Services (CSS) written examinations despite the court orders in this regard.
The petitioner Usman Qayyum moved the court and made FPSC, secretary Establishment Division, Principle Secretary to the prime minister, and Prime Minister of Pakistan as respondents.
In the petition, he informed the court that he has unprecedented academic record starting from matriculation uptil graduation from the University of Engineering and Technology (UET) Lahore while he has a unique distinction of achieving first position in Lahore Board as well as in the 4 years of his degree at UET.
He told that he is also the recipient of 6 gold medals upon his graduation from UET as well as achieving first position and gold medallist at F.Sc. level.
Usman stated that he also achieved first position in the examinations conducted by the Punjab Public Service Commission and was placed at serial No 1 in the seniority list of assistant engineers in his batch.–STAFF REPORTER
He continued that in the year 2010, he not only topped the departmental professional examinations required for promotion from SDO to XEN but also achieved the highest marks ever since 1947.
Then the petitioner informed that he applied through proper channel for appearing in the Central Superior Services (CSS) examination for the year 2011 and the written CSS examination was held in February March - 2011 in which he despite overage in the upper age limit by 8 months and 2 days, was allowed by the FPSC for sitting in the written CSS examination.
However, he stated that upon the declaration of the written CSS exam result, to the utter disgust and dismay of the petitioner, it transpired that he has been placed in the list of those candidates whose candidature had been rejected on account of being overage.
Against the decision, he approached FPSC but failed to get any positive response from them. Therefore, he moved the courts and finally, the Supreme Court of Pakistan directed the Prime Minister to decide the matter on merit.
He added that ultimately, Prime Minister allowed the petitioner age relaxation over and above the prescribed upper age limit. These directives of Prime Minister were duly communicated to respondents No 1 and 2 through respondent No 3.
However, no positive action was taken by the FPSC. Then second directives were issued by the PM but FPSC again failed to comply with and 3 further successive directives have been issued but FPSC did not comply with anyone. He prayed to the court that FPSC might be directed to strictly comply with all the directives of the prime minister in this regard.

So the hearing is today. Let's see what transpires..
Nonetheless, the story makes little sense. Why would SC send the matter to PM and how can PM grant an exclusive age relaxation for no apparent rhyme or reason.
The devil may lie in the detail but on the face of it, candidate's case has holes in it. The instructions and the rules attached to the application form clearly say that while we are being allowed to appear in the exam, the final acceptance of our application is subject to scrutiny of our documents and fulfillment of eligibility criteria.
A case can be made for saving the candidate the trouble of taking the exam only to find out that he was not eligible in the first place. However, in this regard, the candidate,himself, too needs to make sure if he is eligible or not before he applies.

The "unprecedented academic record and TOO MANY Gold medals" seem to have bewitched the PM into issuing the guy relaxation.

In accordance with the civil services rules, Prime minister of Pakistan has authority to allow age relaxation to any candidate if he/she reckons it fit.

Well, he appeared in 2011, why our result is being delayed?

he did not even give the interview, as the report says that he wasnt allowed to appear before the board in 2011..

Even if the PM allows him age relaxation, he will have to take the exam again

Will the PM allow relaxation to him, given that now he would be 2 years older than he was at that time?

If the PM granted him age relaxation, will not PM have to grant relaxation to toher students as well?

FPSC reserves the right to reject/accept the candidature of anyone..

All said, it s an interesting case!

Yes it is completely ridiculous. Establishment Division is delaying our result for the sake of a candidate who had neither appeared in the interview nor is from our CSS 2012 batch.
It would be a slaughter of Merit if our result is delayed due to an overage candidates who is not even our batch match.
We are already short of seats in each and every occupational group as compared to previous year. If that candidate is allocated to our seats, it would further deteriorate the condition and eligible candidates, who are selected on merit, would be the main sufferers.

Guys.... Calm down. This does not seems to be the cause and it has nothing to do with declaration of allocations.

The issue, [B]most probably[/B], would be the order to send those on deputation back to their original places. This might change in number of seats which would lead to delay in announcement of seats and hence cause delay in allocations.

This is not the reason. Allocation is not delayed. For CE 2010, it was announced after 3 months. For 2011, it took around 2 months. Have patience. It will be announced in due time.

Dear madam! We are talking about announcement of seats and not allocations.
In 2010, seats were announced together with the result and in 2011 seats were announced after 14 days of result. But now 25 days have passed and still there is no sign of announcement of seats :mad:
