As far as AJk is concerned, you should be thankful to ED.
2% of 198= 3.96 rounded to 4
Whereas for GBFAtA : 4% of 198 =7.92 is rounded to 7.
And as far as quota for territories and provinces is concerned, it is on the basis of population, so that every region of Pakistan is represented in public services as per it's population. If doesn't have anything to do with educational facilities.
And as far as educational facilities are concerned, I welcome you to visit tribal areas, your this misconception would be cleared.
why 7.92 is rounded to 07, why not 08.
Isn't it sheer injustice?

I think it is not injustice. It has more to do with how numbers are rounded off so yes 3.96 when rounded off, becomes 4. This is not the case with 7.92 (for the 2 on the right of decimal is not greater than 5).

dear you know exactly how decimals are rounded off when they exceed the threshold of 5..if this is the case, they way u are saying, then women quota that becomes 0.7 must be rounded off to ZERO not 2...Something must have gone wrong here...its Sheer Injustice what we see here...somebody must take notice of it..!!!

Dear there is a mechanism for rounding off the decimals in calculation of merit. it is not done as simple asthmatics, see how it is calculated, for example in one year when we round off 3.70 to 4, the next year, .30 is deducted from quota of that area like if the next year share if 4.89 we will minus .4 and that would become 4.49. in same way when 4.45 is rounded off to 4, the next year we add .45 to the merit share. hope i made it clear.

Sir you are right, but why the qualified candidates bear the brunt of previous year rounding off.
Secondly one seat for minorities has been allocated in GB/FATA, although the ED and FPSC knew that there is no qualified candidate related to minority. this seat should have been added to open merit seats of GB/FATA.

there are many confusions regarding calculation of woman quota. however, simple is that calculate 12 girls from where the allocation stops for open merit in punjab. there are chances of allocation of both the girls. All the best

i respect your point of view, but this is how the system is. simple arithmetic rounding off compel for creation of new posts as there are many shares in quota system and rounding off would make things complicated instead of simplifying.

plz keep one thing in mind, there is always a trade off among the opportunities you get, every profession and in this case group has its own plus and negatives. there are not many perks and privileges in the beginning of the career in OMG. i hope things will get improved with the passage of time. All the best!

that would depend upon the composition ie from which province they belong and their preferences of top 25.

My dear, first of all this is not a school. This is a country, a democratic country, where all the citizens have equal rights, equal position, and equal power of decision, but alas, no equal education. Well fine, I am not going to enter into the terribly complex topic of education, but there are many other reasons that clearly lead to the system of quota. I have told you about some of the equalities but there are a number of inequalities too, the ones that can not actually be called as inequalities, but the traditional differences. I hope you might have the background scenario of the differences I am talking about, in Sindh, Balochistan, FATA, KPK, and in even Southern Punjab. These traditional differences lead the people to a complex life, though they have the right to compete in any part of competition in this country, that is what I guess Democracy is. Giving each and every individual an equal opportunity to avail any type of opportunity. These problematic and disturbing situations lead the law-makers to nothing but quota system.

Talking about the Army. I would say I was really amused by hearing what you said up there. It is an open-secret that quota system is indisputably followed in Pak Army, not provincially but ethnically. I am really sorry if my words offend anyone's personal interests, but the broad view witnesses that Army favors Punjab and Northern Areas, for specific reasons though. I am not going to put up any example, just take a view of list of all the Generals since the beginning.

Quota system is a necessary tool in most of the third world countries to encourage every individual belonging to any part of the state. Specially the countries having mixture of living standards and lifestyle opportunities. Fortunately and unfortunately as well, Pakistan is one of them, where educated people are trying to develop catastrophic conditions by making a dispute over unnecessary things. CSS is no doubt a competitive exam, but yes, the Luck-Factor in this exam that we all have heard of, since our childhood, is only due to this quota system. Well no offense, anybody can avail this opportunity, and succeed, if these absurd things are kept out of mind.

  1. Examples are made to elaborate the concept, not for real situation replacement.
  2. We are talking about officially declared policies, not for hidden or open secrets which may or may not exist. As per disclosed policy there is no quota in regular commission of any armed force.
  3. For low living standards, low educational facilities in some geographic areas, we have provincial public service commissions and many other things. Competition at Federal Level should be free of this crap.
  4. There is difference between disagreement and failing to understand of other side views, I with no offence feel that you lie in second category.
