Then 75% of the seats will go to Punjab. Only few people from other provinces, lower in merit will get allocated. Vacancies announced in 2011 were 283. Brother, we have already lost East Pakistan. One of their major grievances was under representation in public services. So, in order to preclude another "fall of Dhaka" quota system is necessary. Read 16th amendment to 1973 constitution. :) |
Regional quota is understandable, but 10% quota for women is totally gender discrimination. We all know that women can compete with men and it is quite clear from the above mentioned list, then why there is 10% quota for them?
We often observe that a male candidate having merit no around 250 is not allocated while a female candidate having merit no.550 is allocated. |

THAT'S IT END OF THE STORY... |
Exactly. If u have same level of education in whole country than quota system is not necessary but in pakistan there is a huge difference

Mini:
Total no. Of seats for 2012 are 198, the rest ie 49 are carried over seats from previous years. The carried over seats remain in the same quota in which they were announced. So, AJk cannot have a carried over seat of panjab or sindh. As far as AJk is concerned, you should be thankful to ED. 2% of 198= 3.96 rounded to 4 Whereas for GBFAtA : 4% of 198 =7.92 is rounded to 7. And as far as quota for territories and provinces is concerned, it is on the basis of population, so that every region of Pakistan is represented in public services as per it's population. If doesn't have anything to do with educational facilities. And as far as educational facilities are concerned, I welcome you to visit tribal areas, your this misconception would be cleared. |
and as far as educational facilities are concerned, I welcome you to visit tribal areas, your this misconception would be cleared.
And, you must also visit Villages of Sindh and Punjab or Balochistan, where you can't even think of primary education, only ghost schools are there. because Schools are used as a marriage hall by respective Waderaas. |
why 7.92 is rounded to 07, why not 08.
Isn't it sheer injustice?
I think it is not injustice. It has more to do with how numbers are rounded off so yes 3.96 when rounded off, becomes 4. This is not the case with 7.92 (for the 2 on the right of decimal is not greater than 5). |

@fatima47 dear you know exactly how decimals are rounded off when they exceed the threshold of 5..if this is the case, they way u are saying, then women quota that becomes 0.7 must be rounded off to ZERO not 2...Something must have gone wrong here...its Sheer Injustice what we see here...somebody must take notice of it..!!! |
why 7.92 is rounded to 07, why not 08.
Isn't it sheer injustice?
Dear there is a mechanism for rounding off the decimals in calculation of merit. it is not done as simple asthmatics, see how it is calculated, for example in one year when we round off 3.70 to 4, the next year, .30 is deducted from quota of that area like if the next year share if 4.89 we will minus .4 and that would become 4.49. in same way when 4.45 is rounded off to 4, the next year we add .45 to the merit share. hope i made it clear.
Merit no. 211 female Punjab.Any chances of allocation ? and in which group?

Merit no. 159 female Punjab.chances of allocation ? and in which group?
there are many confusions regarding calculation of woman quota. however, simple is that calculate 12 girls from where the allocation stops for open merit in punjab. there are chances of allocation of both the girls. Sir you are right, but why the qualified candidates bear the brunt of previous year rounding off. Secondly one seat for minorities has been allocated in GB/FATA, although the ED and FPSC knew that there is no qualified candidate related to minority. this seat should have been added to open merit seats of GB/FATA. |

All the best! that would depend upon the composition ie from which province they belong and their preferences of top 25. |
Brother, we have already lost East Pakistan. One of their major grievances was under representation in public services. So, in order to preclude another "fall of Dhaka" quota system is necessary.
There is no question of saying that without quota such %age of people from a specific province will get major share. This is competition not distribution. If in a school three students of same family get the first three positions, can we say that their should be family wise quota for positions otherwise children of same family will always get all the share of prizes. No we can't, because everyone was in the competition and one who has worked hard had got the prize. Have we ever observed quota in regular commission of any armed force? No, because they believe one who runs fast will win the race irrespective of his cast, & geographic background. In the same way no one is stopping people of a specific province no to get first 100 positions in CSS. Any one who has competed the rest, must be in his place whether he is from Sindh, Punjab, KPK, Baluchistan, or FATA. Every one has his own views and ways of analyzing. |

My dear, first of all this is not a school. This is a country, a democratic country, where all the citizens have equal rights, equal position, and equal power of decision, but alas, no equal education. Well fine, I am not going to enter into the terribly complex topic of education, but there are many other reasons that clearly lead to the system of quota. I have told you about some of the equalities but there are a number of inequalities too, the ones that can not actually be called as inequalities, but the traditional differences. I hope you might have the background scenario of the differences I am talking about, in Sindh, Balochistan, FATA, KPK, and in even Southern Punjab. These traditional differences lead the people to a complex life, though they have the right to compete in any part of competition in this country, that is what I guess Democracy is. Giving each and every individual an equal opportunity to avail any type of opportunity. These problematic and disturbing situations lead the law-makers to nothing but quota system. Talking about the Army. I would say I was really amused by hearing what you said up there. It is an open-secret that quota system is indisputably followed in Pak Army, not provincially but ethnically. I am really sorry if my words offend anyone's personal interests, but the broad view witnesses that Army favors Punjab and Northern Areas, for specific reasons though. I am not going to put up any example, just take a view of list of all the Generals since the beginning. Quota system is a necessary tool in most of the third world countries to encourage every individual belonging to any part of the state. Specially the countries having mixture of living standards and lifestyle opportunities. Fortunately and unfortunately as well, Pakistan is one of them, where educated people are trying to develop catastrophic conditions by making a dispute over unnecessary things. CSS is no doubt a competitive exam, but yes, the Luck-Factor in this exam that we all have heard of, since our childhood, is only due to this quota system. Well no offense, anybody can avail this opportunity, and succeed, if these absurd things are kept out of mind. |

No doubt that the examples are to elaborate the concept, but atleast they should make a logical sense with the real concept so that the examples are not challenged. Well whatever, its not about in which category I lie. I hope you lie in a better one, and you must think of those unprivileged too, who would be totally discouraged and would be left with no easy opportunities if the quota system is abolished. By the way, I do agree that this quota system is somehow benefiting some specific groups unnecessarily. I am not discussing this issue for any fight or my personal interest, if this system is abolished, no doubt I'll be having even more chances of allocation. May Allah bless this country. |

So from your said words, we can conclude that we are mitigating, results (discouragement, lack of opportunities, etc) of our system flaws (corruption, inefficiency, etc) by giving quota in competition, which is obviously not just. Yes, May the Lord bless this country. |
Are you sure?
Merit no 132 syed usman munir bukhari He is not on pms 2011 list.
Usman Munir Bokhari grabbed 27th position in PMS 2012-13.........He is not going to join OMG............... Another candidate, Ahmed Saeed Manj at merit Number 97, has also qualified PMS 2012-13.........I m not sure but there are fair chances of him, not joining......... |
@ silverfox
Of course it is certain that merit 132 of CSS will not join. He considers PMS better than OMG. Recent postings of PMS officers have also proved his stance. Just after three years of training they are posted as Assistant Commissioner. Uzair Bin Rafi might also not join. He has a well settled business in Spain. But I am not sure about him. Having communicated with him, I'll inform you through this worthy forum. |
