Actually this quota system is sometimes a boon, and others a bane. If IMBINDAS, you think that you would surely benefit from your domicile then you need to throw a cursory glance at allocations of 2010.
Merit no 30 landed up in MLCG and merit no 40 in IRS. Even this year, a guy from KP with merit no 230 landed in IRS whereas from FAtA it was merit no 170 on which IRS closed. And when it comes to women and minorities, the term Merit is lost somewhere in oblivion. As you can see here, Ambreen on merit no 513 is allocated in pSP , whereas Sohail Abbass on merit no 170 was allocated to IRS. So for all this quota system you need to understand the structure of this country. We are an ethnically divided country , provincialism reigns the roost. We had a bigger experience in 1971; one of the grievances was their under representation in armed forces and public services. So if merit system is applied without providing equal opportunities, smaller provinces will have all but no representation in decision making which is done at the upper echelons of bureaucracy. Result : another dismberment. So, let's accept things as they are. Luck surely plays a major role, not only in written and interview, but in allocations as well. And for those people from GBFATA, who have attended schools in bigger cities , so brother migration is a big thing to ask for. Their forefathers migrated because they didn't have the facilities which were provided in the cities where they migrated to. Now, why would one migrate from a backwater, say FATA? In numbers are hidden some grim realities: Per capita income of FATA is half of the national average.* Per capita development expenditure is one-third of the national average.* According to USAID,: only 17 % of 3.2 million population of FATA is literate. And only 3% women can read.* Male literacy: 29.5% Female literacy: 3% Doctor to patient ratio: 1:7670 So, the point this lesser mortal is trying to make is that quota system has been established rather tailored for the structure and needs of this country. One man from a village who gets allocated change the fate of the whole village. We humans believe in seeing that's why we seek examples for every phenomenon. When we see role models, we emulate. PS: I'm not in favour of quota system but I know the posterity established it due to some unavoidable realities. |

Quota system is indeed essential for protection of rights of backward areas and their representation. It is one of the few concessions that the establishment has given to the federating units. I do not want to continue arguing. All i want to say is that you have all the right to say and think what ever you want to, but I will advise you to look in a broader canvass, rise above personal level and think in terms of a Pakistani. Hopefully you will understand it then, it is better for the already fragile Federation of Pakistan. |

ok...i m here aftr a long long time...
merit no:141 postal service (open merit) domicile ajk whereas my frnds with merit no ranging in 130s to 150s are in omg on punjab's domicile...so i have heard people say that ajk's domicile is very useful..it did not happen in my case though... thankful to GOD that atleast i m allocated |
