More than three hundred numbers are withheld what is meant by that? Have they been passed?

it means that result of these candidates is stopped because of some issue with their candidature. Some documents of these candidates may be missing. Last time one of my friends result was witheld due to missing of original fee receit.

My number is not withheld. But it is amazed that more than 300 hundred numbers are withheld.... This result is has been disastrous for us..:(

Trust me the way I was assessing your contribution in this forum.I thought you will undoubtedly qualify for this attempt,but I had no idea that even my one of written qualified friend (ce-12) could fail in this ce-13 attempt then anything is possible.

One thing is crystal clear now. One should always make plan B,no matter how much effort you put in this exam.

Here is the Rule 17
 
As the FPSC says that the candidates whose result has been withheld will be decided on the basis of rule 17 of CE 2013, here is the Rule 17.

(d) Any candidate aggrieved by a decision of the Commission under paragraph (b) may, within thirty days of the decision, prefer an appeal to the High Court. Help Needed
 
My Intermediate Certificate couldn't be sent to the FPSC Headquarters on the 30th of October, the last date of submission which is, on account of a lapse of 16 days time that the Intermediate Board of Karachi normally takes. At the time of submission of documents, I brought this deficiency into the knowledge of the official authorized for forms collection; as well as affixing an application regarding the same and he assured me that no adverse inference would be drawn and that I could submit it later onwards. I visit the provincial office of FPSC later on, whereafter am informed that I need not hand this certificate to FPSC any more, until the FPSC Headquarters itself asks for it. Now my question here is can FPSC withhold my result too on the basis of non-availability of Intermediate Certificate or will I reasonably be issued a notice to this effect by the FPSC Headquarters prior to allocating my result to the "Results Withheld" list that it issues annually?
