CSS-2013 Results Why Many Jewels Are Lost?


When it comes to the competitive exams, especially CSS, failure is a common phenomenon. Every year, more than ninety percent candidates fail these prestigious and future-building exams. Unprecedentedly-poor result of CSS-2013 written part reveals a dismal picture of the FPSC affairs. But, could anyone think why it happened? Through CSS exam, supposedly, Pakistan's cream comes to the top to join the country's bureaucratic setup. But, the reality is painfully different altogether. None ever dared to dig deep into the 'failure' segment of the lot. It is a distressing fact that many jewels are being thrown into this lot. Would a sane person even think that a candidate who secured record marks in English Précis & Composition paper, which tests one's command over English and analytical skills, would fail the Essay paper? No, not at all! CSS-2013 result has frustrated many. A good number of candidates, who would otherwise make it to the top 10, narrowly failed the essay paper despite securing excellent marks as high as 776, 789 and 809. Another perplexing instance is the failure of a Rhodes Scholar. Such a scholar is among top 100 students in the whole world but he had fallen prey to our 'killer' system. Does the FPSC have better system than that of the Rhodes? Many serving CSPs took this exam to improve their occupational groups, and even they failed miserably. It means that something is haywire and this fact puts a big - question mark on the credibility of the FPSC. How such candidates previously made it, but not this time? Another instance is a candidate who topped a subject in his previous attempt but this time, he failed that very subject. What FPSC is doing? Where the examiners are going? Have pity sir! Don't play with the future of our country! This sorry state of affairs wants immediate notice of the Chairman FPSC and of the Prime Minister as well. To better this faltering system and to recruit the most talented candidates, some reforms are inevitable. First of all, there is a dire need to restructure the syllabi. Diverse subjects like Political Science, Economics, Public Administration, etc. should be the compulsory ones. These subjects form the basis of the public policymaking in the whole world, why not in Pakistan. Then, there is the problem of optional subjects. Every year, many candidates go for a subject which they never studied. What a science or commerce graduate has to do with philosophy or Arabic? Nevertheless, these subjects are opted merely because they yield good scores. This must also be discouraged. Regional languages are always good scoring. But, isn't it fanning the flames of linguistic prejudice? Examiner belonging to a certain linguistic group would definitely promote his language. So, regional languages should not be there. Furthermore, the quota system must be abolished to provide the candidates with a level playing field. Many students earn their degrees from the cities like Lahore and Karachi, yet they get inducted into the Civil Service on the quotas of Balochistan or Rural Sindh. Do remember sir, quota kills the merit! There are instances where persons at almost the bottom of the list of successful candidates got allocated on minorities' quota. But, none cared to check the authenticity of the claim or of the documents submitted thereto. The ultimate victims of this quota system are the candidates of all provinces, who despite being among top 200, remain unallocated. Army personnel also intrude on the Civil Services due to this rottensystem.. They should compete manly and be the CSPs on the basis of their abilities. Dependence on humans in assessment of papers must also be eliminated. In case of Essay paper, how a person attached only to literature could assess an essay on current affairs? Then there is the issue of Islamic Studies. Everyone has a tilt towards his own sect and if a candidate presents the view of the other sect on a topic, he simply fails. Another perplexing phenomenon is the selection of occupational groups. How a person can give his best in the group for which he never opted for. For instance, a candidate who had all the fervour and talent to be in PAS group could never perform to his optimum in Railways or the Postal groups. This system is producing only the general administrators, though some posts require purely the technical ones. Pakistan Railways is a befitting example where all the technical posts are occupied by the people lacking the requisite abilities and skills. The psychological part also needs restructuring. People who assess the candidates psyclislogically should not be the geysers o termagant ladies. With less dependende .,on humans for the written part, this department will become all the more important. This calls for right and amicable persons with the best qualities of head and heart. Bureaucracy is the state machinery. If we are to make our country a proud member of the world community, the procedure of recruitment to this crucial sector Itiust be reformed. No deserving candidate sholild become a victim of ineptness and personal liking or disliking of a person. Chairman FPSC must play his positive role and take immediate steps to address this root cause of all our country's problems.

Rafiullah Kakar from balochistan studing in oxford couldn't make it in 3 subjects. perplexing indeed.

he applied for the said scholarship while preparing for CSS. was in GCU lahore earlier

How unfortunate and certainly painful for those candidates who couldn't make it possible... Success rate is declining and currently 2 % shocks everyone. Everybody wants to be in said rate. The most difficult thing during preparations is to keep yourself motivated that yes I can, no matter how prejudiced is FPSC, if I possess strong and diligent commitment for success and have faith in ALLAH TALA and my abilities, nobody can stop me to be a CSP, In shaa ALLAH Tala. I'd like to quote a proverb which can motivate aspirants:

In order to succeed, your desire for success should be greater than your fear of failure (Bill Cosby)

May our beloved creator ALLAH Almighty bestow HIS countless blessings upon all of us and may we all succeed and make this happen especially for our beloved parents who wanna see us as a CSP. Ameen sumamin.

yes i was also killed..still unable to accept the reality....again thinking of giving my last attempt...please can somebody tell me where to start...m blank now..how to start... please help..
