Reallocation of Candidates - CE 2015

Subsequent to declining of Offer of Appointment by the following 2 allocated candidates, groups of a few 44th CTP probationers (Punjab domiciled) have been changed as under:

The following candidates declined offer of appointment:

79. 21688. Ifra Tabassum, PCS
82. 21785. Muhammad Atif, IRS

The following candidates have been reallocated:

81. 14736. Tanveer Ahmad, IRS, reallocated to PCS.
121. 06571. Tanvir Niaz, PAAS, reallocated to IRS.
124. 10921. Hina Malik, PAAS, reallocated to IRS.
160. 05590. Muhammad Usman, OMG, reallocated to PAAS.
163. 10344. Faizan Waheed, CTG, reallocated to PAAS.
165. 02373. Basit Ehsan, POSTG, reallocated to OMG.
177. 11843. Moin Ahmed, IG, reallocated to CTG.

The following two candidates who have previously been Not Allocated have been allocated the groups mentioned against each:

186. 21889. Nohman Ali, IG
187. 10875. Hassan Mohsin, POSTG

Why they declined though both were allocated good groups..

Both of them are already serving CSPs in IRS.

Is this overall reallocation or only of Punjab?

Go through the post again dear. Its only for a few candidates from Punjab.
