what if online application is submitted incomplete or wrongly filed in ??
can we make any changes in it after submitted the online application form??
please somebody tell me i can change it

you can make changes in the printed form with a pen or ball point, no worries

but its mentioned in their rules that Candidates are cautioned that if an online application is
received incomplete or wrongly filed in or its hardcopy not
acompanied with any one of the documents mentioned in
para-27 of aplication form, it wil be rejected.

actually i forgot to enter some applicant details like
Languages
Brother/Sister Education
Relations
does that matters???

These details are not so important,your qualification detail & documents compulsory .

Avoid regular use of "Netspeak" or other "cute" grammar or spelling (For example: writing "R U a woman?" instead of "Are You a woman?").

Coming to your problem. I think you should call FPSC and seek their guidance. However, I think your mistakes are not that significant and a good way to fix this problem would be to correct them on the print out, sign in front of them and attach an application mentioning the reasons for your mistake(s) before you send your documents.
