Any idea when roll numbers etc well be issued?

Hardly 10k candidates will appear, because in such a little time, many candidates are not well prepared. Moreover, we don't have quality material. However, the candidates having consequential attempts will appear. For new candidates, without having good preparation, it would likely be a suicidal attempt.

yes, whose names are not mentioned in rejected candidates list would provisionally be allowed to set in exam.

unlike the past years, the number of candidates would be less this time which in turn would decrease the time taken by result compilation. one can expect result in September. i wish i were the part of race.

little time? are you referring towards the change in syllabus? If yes that happened long before the application date and still almost 21K people applied considering the change in syllabus... What I believe is that it's gonna give equal opportunities to most candidates as the edge many candidates get due to years of prep. or past attempts has been reduced. So most of them would want to try their luck... Anyhow 10K or 15K, the competition doesn't matter unless we have solid prep.
