He used economic terms and organisation like IMF,world bank and terms like GDP,fiscal deficit,taxation,revenue etc.i think they did targetted precis paper this time but had marking being strict for essay he too might got failed the way he wrote

Well, as far as i can tell it is not about using personal pronoun or third person in precis neither it is about knowledge or concrete structure in English essay but it is all about slaughtering nothing else hence, there is no specified criteria. There are some guys who cleared precis even with third person and others have secured good marks with personal pronoun.
