DPC requirement for autononous organizations like CAA

I wanted to know whether DPC or NOC is required for autonomous organizations like CAA(Civil Aviation authority)?
If no, than the matter will be between me and my organization when it comes to the time of reaignation, all the bonds and dues to be settled will be between me and my organization and fpsc will have no objection as to whatever objections are raised by my current department?

It is troublesome procedure. Plus one can't get NOC for every post.
Is there any solution / short cut?
