Smile Appeal from Rejected Candidates

What are the chances that they will let a rejected candidate take an exam if they send their application? My hard copy documents reached them on 25th but I have written them an application.
Ps/ I don’t want them to accept it. CSS is not my dream.
Pss/ Tell me the truth anyways.
