Default Answer Technique — please help

Hello,

Is it advisable or preferred to give an outline of the answer in fair before starting the answer, especially in CA and similar papers?

I have seen someone with very high marks in written and with very good service group recommending this strategy(on this forum). He recommended to create short outlines before attempting every question. Although I am not 100% sure if he was recommending to create outline before the answer or on rough page for personal clarity because many aspirants do create an outline on the last page for their own clarity(but I think he was recommending to create outline as part of answer).

That's exactly my question too! I ended up creating them in rough, but that's only to save time.

I don't want it to appear like I'm using up space + being over-efficient. Wish we didn't care about these mind-games, but it's an unpredictable exam.
