Default Conflict of interest in conduct of css-2018 interviews

Preparation of interview to written qualified candidates after declaration of result of written exam of CSS-2018 at ICEP Academy Lahore by the FPSC member and interview panelist Habib ullah Khattak is sheer conflict of interest..Interview marks have majorly decided final allocation of written qualified candidates this time..how can a interview panelist has interaction with the same candidates who are going to appear in interview before him?..Which law supports this?..Interview marks remained decider of fate of candidates whereas many missed allocations..CSS was the only trusted prestigious exam in Pakistan for which candidates prepared themselves to get honourable positions to serve Pakistan..But flaws in this system has not only wasted so many years of candidates in preparation by making them fool but also has put future of Pakistan on stake as the favourite pre- selected candidates will be decision makers for next 30-40 years..

Thank you for highlighting this very important issue. Conflict of interest in this country is not yet a ‘thing’ unfortunately.

Today I saw the interview (by an academy in Lahore) of the person who topped the interview of CSS 2018. I must say it was underwhelming. The person has less than 635 marks in written but was able to get allocation into PAS by scoring 240 in interview. One would expect such a person to be an exceptional interviewee, however, that was not the case. The whole case seemed like a work of the issue that you have highlighted in your post.

Deserving candidates hv been simply insulted by giving them lowest score between 101-120 marks, in the history of CSS exam and persons who even dnt know how to speak and how to behave they hv been given important allocation..people hv gone in sheer depression who couldn't win allocation despite good score in written in their last attempts and who have been deprived from allocation just to give good groups allocation to some special people..All should raise voice in this regard so that future of coming candidates may be saved..

I agree with you people and disappointed too after seeing this.

Difference of 20 to 25 marks max is understandable, maybe some extraordinary communication skills or whatever but of 100 marks approx and that too between position holders doesn't make any sense.

That was a general understanding but after watching short interviews of those candidates I personally wouldn't even expect that 20 to 25 marks difference let alone margin of 100 marks.

Some people have been given favor ignoring efforts of deserving candidates. It was the only trusted forum to compete but now after observing this situation all hopes are gone.

The real thing is there has to be a play in order to show everything is going just as fine the way we think we are. Its my utmost wish to join this service but if this is happening then its a ravage to the merit system. The more i read about the civil services the vistas of the people are only that all the sophisticated and intelligent people are controlled by others. Why does this happen to a person who wants to do something for his nation. The civil bureaucracy should remain the bureau that castigates and chide all those who try to break any law even if they are the selectors, directors or whatever. This has to end. the only panacea is patriotism. stop loving yourself , start to love this nation.....

I think marking in CSS (written and interview) has always been whimsical. We can only work hard and hope to get lucky.

However, interview panel members should at least have the ethics to not prepare candidates in academies. I am surprised they don’t have a conflict of interest clause in their contracts. Or do they?

It has been clearly mentioned in government Services Conduct rules that no body in civil service can do even business or side job..they hv humiliated the whole nation in this way..the marking of interview has literally broken the back bones of deserving candidates..Alas, there is no body who can point out this on relevant forums..

its my urge to anyone who goes from here to this bureaucracy that please dont let your integrity and your passion for Pakistan go away. the problem is when u become an officer you assume as you assume you were the sole person deserving this seat. but thats a mirage. the one who gives you can take away and secondly dont forget what was your background , if you remember this nothing can stop you from becoming officers like aashir azeem who were true to Pakistan.
