I suggest you to look at quota system from the perspective of the Muslim League’s demand of separate electorate, which was a type of quota system for reserved seats for the Muslims. Muslim league vs quota system It was not a debate of merit, league wanted reserved seats because of ideological differences. Note: I am not here to defend Punjab I am just a strong proponent of meritocracy.
