Suggestions to improve CSS
 
FPSC has invited suggestions from public for the improvement of competitive examination ( CSS ). All the senior members are requested to post their valuable suggestions, so that this prestigious exam can be conducted in an effective way. following is the link.

I have given suggestions for improvement of CSS exam format through their site,have mentiond that there are loopholes in their present examination system.In this conventional examination system subjective type papers associated with slow transportation n checking leads to corruption n also wasting the time n energy of students so simple solution is there for FPSC to change the format in CE 2014,All subjets except essay should be MCQS based(long mcqs n scenario based requiring a clear understanding of that subject) with limited alloted time so that cheating cant be done,only essay paper should be made subjective with quick transportation(thru different courier services for different cites) n quick checking n result should be annouced within 3 months.believe me MCQS format exam is most suitable for CSS n also it will be blessing for CSS aspirants bcs it will save their preps time n they can cover whole course in just 2 to 3 months n if FPSC annouces retake of CE 2013 exam with new mcqs based exam then it will not b difficult for aspirent to revise the course in just two months

I gave the following suggestions in Psychological as well as on web.

1. Entry test before written (applied few days back) :pipe

2. Declaration of number of seats in the advertisement before the exam is taken

3. Revision of curriculum and inclusion of Urdu. Plus, increase the passing marks to 50% but increase objective portion to 40%

4. Short questions instead of lengthy ones. Only one long, detailed question. 2 hours for each paper.

5. Even playfield for each subject, i.e. Each subject worth 200 marks. Syllabus of the subjects having 100 marks be increased propotionately.

6. Although this one was quite technical, but I suggested that the seats left unfilled by various quotas be allocated to those on Open Merit (not to any other province). This would result in no carried over seat and quorum would be full.

1) Abolish quota system , and initiate open merit in the country.

2) Complete reforms in the paper pattern ,such as being conceptual and based on mcqs.

3) Integrate palm-vein scanners to counter impersonation by candidates in css exams, use courier services instead of Pakistan Post for efficient delivery of answer sheets and correspondence.

4) Css papers should slowly and gradually be entirely computerized based on the pattern of the GMAT, which uses specialized computer algorithms to present questions to candidates and issues a score in percentile basis.

5) Please train your invigilators to conduct the CSS exams efficiently, also there should be zero-tolerance policy for nepotism , cheating in the exam and ban for life on re-appearance in CSS.

6) Please establish a quality control department , which could oversee the quality of papers and the conduct of the exams, and ensure that they are up to international standards.

7) Create a high level committee of teachers from both public and private sectors for impartial policy making.

8) Results should be announced within a specified time frame, moreover use bar codes to conceal identity of the candidate so that the paper checker be impartial in giving marks and not give any undue favor to other candidates.

9) Merit should prevail
