CSS Interviews 2006

I entered the room...

Salamualikum...
Chairman and the two members: Walikum Salam
Chairman: Be seated please....
Chairman: Congratulations for the new suit...
Me: Thankyou Sir..
C: you wearing it for the first time?
Me: No sir, its my second time(lying..It was a brand new one)...
C: You wore it for the psychological also?
Me: No sir, i made it for a friend's wedding...
C: You married?
Me: No sir
C: Why not....? You are 25...
Me: (My God... What the hell is this...? Why i am not married... I dont know..What do i say to him... Time is passing and i am confused and nevous and speechless and i dont remember what was my reply)
C: What do you do for your X........needs?
Me: (Blushed and quiet and said a few word, which i think had something related to family planning)
C: what is your opinion about family planning?
Me: mmmmmm..Sir i think its all right... I quoted a hadith(half heartidly)
C: Lets discuss some serious business... What do you think is extremism?
Me: ( lost in thoughts over my stupidity and the general's outspoken frankness) Sir i think citizens of pakistan dont do it... Its a product of external hand..... There are 40 camps of RAW in Baluchistan...
C: (cutting me) Haanhhh... Do you know what is RAW? Who does it belong to?
Me: (sweating and rubbing my hands beneath the table) Sir it is India's and it is a stealth organistion... It works behind the scene and is not visible but it is operative in Baluchistan...
C: What is the future of MMA?
Me: Sir it is on a fall...
C: R they extremist?
Me: Sir Jumati Islami is not... But the parties wid their roots in medrass are?

Chairman: What is the future of MMA in NWFP...?
Me: Sir, they are gonna come again...

C: Y?
Me: They have done a lot for their constituencies…

Chairman now requested the other members to have their share( but chairman did not have his lust satisfied as yet)…

Member1. Do you think that 9/11 and other related events give a reason to the religious zealots to strengthen their political agenda?
Me: Yes sir, to give you an example.. Hitler did the same…He started defaming the people least responsible for Germany’s fate… He poisoned the minds of the people of his country to support him against his ambitions……..

Member1. What is MQM?
Me: (I have never felt so stupid in my life before answering this question and while answering it I tried my best to make myself an ass) Sir, MQM wants separation from the domain of Pakistan………
My answer for a moment shocked the member and I saw it on his face….To cover up my stupidity I did not stop here and uttered something else which I don’t remember now and neither will I like to recall it…

Member1. Gentleman, do you believe in Two nation theory(TNT)?
Me: For a moment I felt like saying no( the reason being the fact that I was cursing myself for the idiocy that I had just showered but then I decided to answer by saying that “ to some extent, I believe in the TNT “.. but then I thought that the guy asking the question is an army personnel… If I tell him that in TNT I dont believe he will kick me outside and place a ban on my appearance for taking any govt exam… I recovered myself within one thousandth of a second..
Me: Yes sir I do(as if I am being asked to accept Beyonce’ as wife)…. And I think that the spirit of TNT can be revived anytime…
Then I don’t know what happened and the discussion went to Abdul Ghafar Khan and then Tribal culture in Pathan belt and then I was switched over to the third member…

Member2. You have grey hair and you are only 25.. why don’t you dye them…
Me: Sir, the ablution is defective with dyed hair and secondly I like them this way.

Member2.You mentioned that your father is an officer in the Jail services of Pakistan… What in you opinion are the flaws in our prison system?
Me: bla bla bla bla bla

Member2. I have heard that female prisoners are sold out, they are raped, exploited etc.
Me: No sir, this is not correct… bla bla bla

Now the last session of the interview was started

Chairman: You have mentioned that the only thing that you are proud of in your whole life is your father?
Me. Yes sir, you are very right.
Then he discussed(infact it was something like a summo wrestling of words without any thought whatsoever).. And I must say that he kept on contradicting me and I kept on (smilingly and without offending him) answering him to the best of all that I had kept with me all these years… But he gained on me and I went speechless in the end…

Chairman: Thank you gentlemen… You can leave now…
Me: You are welcome sir…

I got up from my chair and the moment I turned my back the chairman took my name to get my attention… I turned…
Chairman. It is not wrong to be proud of ones father.
Me: I know sir (smile)…

And that was it… Mine was the lengthiest of the interviews in the whole NWFP batch… All the rest of the candidates did not face counter arguments and taunts but I did… Everything that I said was contradicted.. I could see that they wanted me to talk… They were watching me and observing me with zeal… The moment I will stop they wont proceed… They will let me think… And this way this entire affair went…

“Some part of the interview that I missed in the first episode”

Chairman: What type of a marriage do you like.. Arranged or Love?
Me: Arranged sir.
C: Y?
Me: Because that is a part of our culture. We leave our marriage to our parents and they decide it.
C: What If your parents get you an ugly wife?
Me:(smiling) Sir, beauty is not a universal concept… It is not absolute.. it is relative. A girl might be pretty to you but she might be ugly for me and vice versa.. And besides why in the world would my parents bring me an ugly wife?

Miss_Naqvi Wednesday, January 10, 2007 02:17 PM

Here goes my reply to the thread. I know you waited alot for my reply. Actually I was busy with my domestic affairs and have time to use computer after a long time. So now adding the interview with a positive format.

Sorry for the delay
I entered the room...

C: You wore it for the psychological also?
Me: No sir, i made it for a friend's wedding...
C: You married?
Me: No sir
Uptill here its the best way to reply and you have made it successfuly.
C: Why not....? You are 25...
Me: (My God... What the hell is this...? Why i am not married... I dont know..What do i say to him... Time is passing and i am confused and nevous and speechless and i dont remember what was my reply)
Sir in my opine one should be settle in life before marriage, so I have the same planes and Inshahallah will get married after finding my future.
C: What do you do for your X........needs?
Me: (Blushed and quiet and said a few word, which i think had something related to family planning)
Here you made a mistake by adding something about family planning. The simple reply was, Sir to have X Needs is a natural phenomenon but we can utilize that psychic energy to some other grounds as well. I have transform that energy to meet the demands of competitive exam and dedicated for my studies and it helps me alot to suppress the desires. As Freud says you can use an unconscious defence mechanism, displacement whereby the mind redirects emotion from a ‘dangerous’ object to a ‘safe’ object."
C: what is your opinion about family planning?
Me: mmmmmm..Sir i think its all right... I quoted a hadith(half heartidly)
Its right answer but it was the trouble you brought it by yourself.
Here once again you made a mistake. You should not bring RAW in between, always try to make the discussion very general never make it specific because this way you will suffer caz the interviewer will ask questions about it. You can reply it in general sense.

Sir in my opinion Extremism is lack of tolerance actually. When you cannot tolerate others you are extremist.
C: (cutting me) Haanhhh... Do you know what is RAW? Who does it belong to?
Me: (sweating and rubbing my hands beneath the table) Sir it is India's and it is a stealth organistion... It works behind the scene and is not visible but it is operative in Baluchistan...
Here you were like "aa bail mujhey maar" So you suffered.
C: What is the future of MMA?
Me: Sir it is on a fall...
How you can say they are on a fall. Keep in mind whenever you are gonna comment over such statement you have to be very carefull you have to add some reference to support your argument.

You can say Sir It is on a fall because they have shown fundamental approach during their tennure. As the newspapers are informing about the circumstances in Peshawar and high rate of lawlessness it shows their failure to attain a harmony in the province so in my opine they may not able to capture the same majority in coming elections.
C: R they extremist?
Me: Sir Jumati Islami is not... But the parties wid their roots in medrass are
Its your opinion and other memebers may differ to it.

Overall you have tried to overcome the problems you have created by your reply. So hope for the best Inshahallah you will get the chance to join Academy of Officers.

Regards
Hmmmm...good answers by Miss naqvi.....but won't a person with very little knowledge of Pyschology be trapped when he quotes Freud....???
Yes it can happen but if an individual is going for Psychological test he should be well versed with Freud and Skinner atleast and if possible should go through some major personality theories. If you will go through personality theories it will help you to understand human personality and you wont cut a sorry figure in the interview.
I mean it may lead the Chairman on a line of questioning towards Psychology.....it may be ok for me and you....(:shy being psychologists, that is:shy )....but what about someone who is anot well-versed in Psychology....
ANY COMMENTS.....
There are chances that Psychology is the favourite subject of any member there and it can put you in trouble but as I have said before going before the pannel you should go through psychological theories it will help you to reply the questions being asked to you.

Hope you have got my point... I mean to say when you prepare for 100 marks paper of IR or Public Ad or any other paper by hard work then y not for 300 marks Viva....?

my detailed interview in css 2006

my interview is as follows

chairman: welcome mr. imran. how r u? looking fresh?
me: thank you sir( with smile)
chairman: r u always fresh on monday mornings?
me: many times sir (exchange of smiles)
c. man: ok tell me some thing about u?
i introduced me.
chairman: what is going on now a days on national and international scenario?
Me: sir internationally, iran’s nuclear programme is a burning issue. America’s midterm elections and tension in Somalia are being discussed widely
c. man: intrupted and said ok now talk about national issues
me: sir, on national scene, president’s elections from this parliament is a big issue, operations in wana and baluchistan is also there, issue of missing ppl and steel mill case etc r main issues now a days
c. man: anything else
me: ( after thinking 4 a while and finding nothing to answer) sir, moreover pak’s cricket team is playing a test match against s. Africa
exchange of smiles
chairman: ok what is the role of isi in politics of pak?
Me: sir ideally there should be no role of isi in pak’s politics, but it used to play a very active role previously. I saw an interview of gen. hameed gull who took the credit of making IJI in 1990s. this should not be the role of isi that it is selling or buying politicians. Now I welcome the move of govt that it has closed the pol wing of isi.
c. man: who has told u that govt has closed that wing?
Me: sir in the same interview I heard.
chairman: will the incoming elections be free in the presence of isi?
Me: sir, they will be. The whole world is pressing 4 free elections. We cant afford any rigging in elections. I also discussed this matter with my father ( my father is DCO rahimyar khan) & he also told me that it is crystal clear that next elections r free and fair
chairman:do u think presi should be in uniform?
Me: sir ideally not. But we should look at the ground reality. Our history tells that whenever politicians were given chance, they lost that and indulged in corruption etc. moreover, now uniform is giving cohesion 2 main institution---- army, bureaucracy and politicians
c.man: why presi don’t appoint a man of his choice as army chief. Does he not trust anyone)
me: sir he is sitting at the highest level & army is involved in many ongoing operations. New army chief will be a new man with new ideas & difference of opinion at this stage between presi and c n c can be fatal 4 pak
c.man: army chief is subservient 2 defence minister, how he can differ with the presi who is supreme commander?
Me: sir, presi himself says that army’s tilt is always towards its chief. Moreover, although chief of army staff is under the govt but he is to follow only the genral policy of govt. otherwise, he is independent in the affairs of his force and cant be influenced politically. Moreover, in our history, we see many conflicts between p.m and c n c which hampered the growth of all the sectors of society. Now we r in a stage of take off. We r economically sound, respected all over the world, going towards stability and at this stage any conflicts of that type will prove disastrous 4 the nation.so keeping in view our history, he should retain uniform.
chairman:i think u support everything of govt?
me: no sir not always. i dont support action of govt in south waziristan
c.man: in north waziristan??
Me: no sir in south waziristan. In north, govt concluded a peace treaty and that is the real solution. But military action in south waziristan is really sisturbing. It is creating hatred generally against pak and particularly against Punjab.
chairman: what r the causes of hatered in smaller provinces against punjab?
Me: sir, main reason is that Punjabis r in majority & there is a feeling in smaller provinces that Punjabis dominate over all decisions due 2 their majority.
c. man: no I don’t agree. How many p.ms came from Punjab
me: sir it is not the question of presi or p.m, the feeling is that whosoever is presi or pm Punjabis overpower them due 2 majority.
c.man: what rubbish u r talking about. Don’t u know, in parliament, decisions r made on party lines and not on reagonal basis
me: (keeping my nerves intact) sir, we have multiparty system where most of the parties act on provincial level. We don’t live in America where 2 deep rooted parties give their manifesto and adhere 2 that from Washington 2 alaska. In pak, politics is mainly provincialized.
c. man: (not convinced with my arguments said)ok any other reason
me: n f c award
c. man: ok any other?
Me: (thinking) many issues r there e.g., Kalabagh dam. Sir I ll like 2 to go 2 my first argument once again. Look at the fact that c.m Punjab says that KBD must be constructed. It is a matter of life and death 4 us while c.m sindh says that it must not be constructed at all, this is a matter of life and death 4 us. Now, both belong 2 pml (q), but so called party line is clearly at a low ebb. This is a main problem of pak that pol parties don’t have any vivid stand on national issues.
c.man: ok ok I see now I got ur point. But still u r not hitting the core issue
me: sir another issue is recruitments
c. man: in bureaucracy?
Me: yes sir
c.man: yes this is the main issue. U Punjabis r rulers everywhere. U behave as kings. Etc etc
me: sir first of all I thank Allah that I ve reached the main issue ( exchange of smiles relieved tension)actually sir we r given 50% quota in css in accordance with our pop. It is our right. By the way, Punjabis r the main sufferers due 2 quota. I give my own example. Last year, students of smaller provinces who got less marks than me got allocated even in top 5 groups. Even then, we respect this rule b’coz we r fedration. I also welcome govt’s that it has enhanced baluchistan’s quota upto 6%
chairman:what concessions u can made 4 smaller provinces. Can u not give only 2-3% of ur quota 2 them?
Me: sir, if all the c.ms, p.m and presi sit together and c.ms of smaller provinces say that it is the only issue, me imran hamid will be the first person 2 give this sacrifice 4 the nation.
chairman:ok thankyou referred to mohib asad
mohib asad:nothing thankyou..
nishat rafi: have u studied the report of governor state bank?
some discussion on inflation
nishat rafi: helry clinton and nency plocy both have declared themselves as presi candidate? what do u think
me: sir their party will decide the final name
nishat rafi: ok thanx
ahad najmi: from ur discussion i ve perceived that u think presi should always be in uniform?
me: i repeated my stance that right now, presi should be in uniform, but not always. when we get stability, civilian presi should be there
ahad najmi: how can u say that institutions r becoming strong?
Me: parliament is completing its tenure, local bodies r working properly, judiciary is going in its right direction
ahad najmi: should chief justice do press confrences, make cheap publicity, he is trying 2 become a politician?
Me: sir he should not do all this. It hampers the decorum of c.j. but perhaps he want to create an impact that judiciary is really serious in delivering justice. Justice should not only be done, it should be seen to be done.
ahad najmi: why does he not take suo moto action of what is going on in bajor, waziristan?
Me: he should take action, they r citizens of pak and sup court is the custodian of their human rights.
Ahad najmi: don’t u think that local govts r made 2 counter MNAS, mpas etc
Ma: sir initially, there was tug of power but now dust has setteled & both r working in their respective spheres.
ahad najmi: ok thanx
chairman: u appeared in interview last year. can u make a comparison of both?
me: in comparison, i said that last year, all members asked questions to me but this time one member did not asked any question?
chairman: it does not matter, its our strategy
mohib asad: ok i ask a question to satisfy u? should i?
mohib asad: who is ur favourite mughal emperor?
mohib asad: u say akbar but molana fazal ur Rehman says that he likes aurengzb. he is wiser than u? so (with cunning smile)
me: i gave reasons 4 my liking of akbar
c. man: any other comparison?
Me: sir last year I was misguided that don’t give ur decided opinion. But this time, I gave my opinions bluntly
c.man: whether they r right or wrong?
Me: sir these r my considered opinions, if someone consider them wrong he ll have 2 argue with me
c.man: can u be convinced?
Me: why not if someone talks rationally with ample proofs, facts and figures,, why not?
c.man: ok suppose I place u as ASP somewhere and ur ASI tells u that ur so and so decision is legally, morally, administratively wrong, what will u do?
Me: sir first of all I ll make decisions with due consideration. But as a human being anyone can make mistake. In this case, if my decision is legally wrong, I ll change it coz I m not that egoistic person that I say whatever I ve said is right. Law is supreme. But if my decision is legally right, then other adjustments will not be done at all.
chairman: ok thankyou
my interview took 45 min(9:15-10:00)----one of the longest interviews this year
i fulfil my promise to send my interview
God bless u
plz pray 4 me
(as far as my answer to jurisdiction of supreme court is concerned, it cannot be said wrong. coz although, in constitution, it is written that supreme court has no jurisdiction in tribal areas, but it is also said that it is the custodian of human rights of pakistanis. on this point, a petition was filed by gen(r) hameed gull and others that supreme court should clear this point and SHOULD take notice in this regard. on it c.j (iftikhar ch) said that he will look into this issue only if someone from tribal areas will come 2 him 4 his protection of human right. but he admitted that this matter is in confusion & this should be cleared)
regards
imran hamid

interview 2006

HI dears i took my css-2006 interview on 5th jan 2007 at karachi..i sharply remember my whole interview i wud like to share my experience with u guys and invite suggestions how did i do?..

CHAIRMAN: yes Mr. Giyan Chand How are you?
ME fine Sir
CHAIRMAN: introduce yourself
ME: Sir my name is Giayan Chand my father’s name is Teekam Das, I was
born in a village near Samaro Town district Umerkot. I got my primary education from Governement Primary school Samaro Town, passed my matriculation examination from Government High School Samaro town then I came to Tando Jam from where I passed my HSC examination then I got admission in Institute of Pharmacy University of Sindh Jamshoro from where I got my degree B.Pharm meanwhile I also passed Sindh Public Service Commission examination for Assitant Sub Inspector of Police then I resigned and again I passed an other Sindh Public Service Commission examination for the Post of Range Forest Officer BPS-16 and got first position in Sindh from that post I resigned and then I got admission in Institute of Biotechnology and Genetic Engineering in University of Sindh Jamshoro for M.Phill leading to PhD in Biotechnology and Genetic Engineering….
CHAIRMAN: then why don’t you pursue your M.Phill?
ME: sir it takes about four to five years and I have just got admission so it is impossible that is can afford my further studies so I decided to take my css examination….
CHAIRMAN: but you have written that you have your elder brother and he has a
shop so he can support your family…
ME: but sir he has his own family and for my studies I have to stay at Hyderabad that is far from My home and M.Phill program is a full time work so it does not allow me to do any side work…
CHAIRMAN: what are the minority problems and your city’s problems?
ME: sir specifically there are no minority problems the problems that are faced by majority are the same we are equal citizens of our country and we are given equal rights there is no distinction, however sometimes Indian situation have a factor for example when Babri Mosque problem took place our houses were ransacked and Mandirs were either burnt or ransacked…
CHAIRMAN: was that politically motivated or there was people’s indigenous
reaction?
ME: it was fifty percent political motivation and fifty percent religious motivation…
CHAIRMAN: what was the political motivation?
ME: it was of the business because mostly the business is in the hands of Hindus specially Banyas so those people wanted to hurt their business so that they can get hold of it…
CHAIRMAN: my second part of question was of your city problems..
ME: yes sir..the big problem of Samaro Town is its economic condition as this town totally depends upon the agriculture and agriculture depends upon water when there is scarcity of water or there is flood the agriculture is damaged and very next the economy of the town gets shattered apart from this the education facilities for example only two years a college was established in samaro town otherwise we had to travel about 50 kilometer to either Umerkot or Mirpurkhas for college, others are water supply problems and some sanitation problems are also faced by samaro town…
CHAIRMAN: what is the name of cantt in your area?
ME That’s is new Chhor cant….
CHAIRMAN: what are the negative or positive points of the Chhor cant to be
there?
ME I think there is no negative point of the cant being there because due to this cantonment the economy of umerkot and surrounding is activated as army personnel buy from there hence the economy is strengthened and other is that the law and order situation of the area does not get deteriorated as sometimes the army officers also help the local administration in pursuing the law and order situation and due to this cantonement the people of the area feel at home…..
CHAIRMAN: Why the people of sindh object Kalabagh Dam and what is your own
Perception?
ME Actually sir there is psycho-political perception for dam among the people of Sindh as if anyone asks that either Kalabagh dam should be built the answer would be that no if asked why they say that sindh would be deprived of water and if someone asks how they answer that they do not know…actually the political leaders try to exploit the situation as those leaders put the fact that one thing is that as WAPDA says that there is the wastage of about 35MAF each year on average the political leaders say that this average also include the floods of 1977 and 1991 and if we deduct those floods there remains no such water to be stored in Dams..other is that they argue that Mangrove forest would be destroyed and also the land of Badin and Thatta districts would be destroyed further they argue that Pujab would steal water….
CHAIRMAN: how pujab would steal water
ME Through right and left bank canals….but according to my perception we know that our population is erupting and our country is basically an agricultural country it means we depend on agriculture and for agriculture we need water and other thing is that of industrialization that need energy and only source of cheap energy is Hydroelectricity it means if we store water we can get benefit doubly hence the construction of Kalabagh Dam is essential as we have already suffered for more than a half century….
MEMBER-1 what do u feel when u see a sikh in army and he is performing his
duty at The Quid’s mausoleum?
ME I feel proud because this shows we are being given equal rights and we feel happiness by serving our country and it is a good thing as when I was preparing for my css examinations some of my Muslim as well as Hindu friends suggested that Hindus are not given such posts as CSP and similarly in 1998 when I went at Hyderabad army selection centre for PMA long course one Hawaldar took me aside and said that you cannot opt that it was very sorry to hear that but when I see a sikh at Qauid’s Mausolem and myself here for css my ideas change and feel proud…
MEMBER-1 have you any feeling about India
ME Off course not
MEMBER-1 your parents or friends
Not at all because we are Pakistani and this is our country…then why should we side India…
MEMBER-1 is Pakistan doing well by fencing the Afghan border?
ME Yes because we see that Afghan government is blaming Pakistan for infiltration however we see that Pakistan is itself the victim of this infiltration from Afghanistan side and by fencing the border Pakistan can stop the infiltration…
MEMBER-2 you have written that on Kashmir issue both countries have shown
flexibility…when you see that India has not shown flexibility?
ME Yes I have written and we see that some years back India was not ready to accept Kashmir as an issue but now we see that she says that this is an issue and that should be solved and other we see that General Pervaiz Musharaf have given four points and those four points have been appreciated by the India premier it means that they are showing flexibility but that flexibility does not mean that if we take two steps they should also take two steps their one step forward is a great flexibility….
MEMBER-2 what do u think of the Kashmir problem solution?
ME I think as four points of the president of Pakistan this is possible
MEMBER-2 don’t you think that the kashimiries should be included?
ME Yes they should also be included and any thing should be according to their own wishes…
MEMBER-2 it means there should be referendum…
ME Yes off course….
MEMBER-2 it means there should be plebiscite…
ME Yes off course….. (I feel here I contradicted my own statement)
MEMBER-3 has u read Musharaf’s book?
ME No sir….I will read after interview (I smiled)
MEMBER-3 after interview (he also laughed)
MEMBER-3 but you might have read the context in newspapers….
ME Yes sir…
MEMBER-3 then is you justified with the 1999 Musharaf’s quo?
ME Yes sir I am justified…when our international situation becomes deteriorated and internal political situation is also not stable….economic position gets hampered…then it was needed..
MEMBER-3 it means you do not support democracy and you support army..
ME No I do not support army I support democracy but when the democracy is at the cost of national integration and army can avoid it then it is correct…
MEMBER-3 but you see in India army never took over while there were problems?
ME Yes sir but Indian situation is totally different actually our country was surrounded by political crisis since the inception…in 1948 the Quid died and in 1951 Liaquat Ali Khan was assassinated and after that between 1952 to 1958 there were 7 prime ministers who came and went back..while in India Nehru lived for more than a decade and he had the ability to weld all the political factions hence the army was not needed to play the role but unfortunately in our country it happened..
MEMBER-3 how do you see the joint electorate system?
ME It is a good thing because before this there were four MANs from Hindu community those had no impact and they could not solve the problems of the whole community but now we see that the Muslim candidates also come into our Mohalas and villages and have solved about 40 to 60 percent problems and the remaining if not solved then they have been heard so it is a positive thing…
MEMBER-3 how do u see Bombay Bombing?
ME This is their own indigenous problem and just play the war of blames over Pakistan…..
MEMBER-4 why Umerkot is famous?
ME Because it is the birth place of the Emperor Akbar…
MEMBER-4 why he is called The Great?
ME According to my thinking because of he brought the people of both the religions Hindus and the Muslims closer to each other means his religious policy…
CHAIRMAN THANK YOU….
ME THANK YOU SIR

(I remained full confident….i spoke comfortably however due to dryness of mouth I had to take two sips of water twice…English was also pretty good)

ihs Wednesday, January 31, 2007 04:09 AM

dear pyro i mean how these dont come under jurisdiction of supreme court. i mean it is the violation of human rights in bajor, waziristan when govt kills men and says that they were terrorists without being proven so by the courts. i mean what provision of const. stops supreme court not to take suo moto actions against these sort of human rights violations... plz reply i m waiting anxiously

PyroManiac Wednesday, January 31, 2007 05:09 AM

dear imran I am not a constitutionalist but this is how constitution goes:

Go to article 247. All your query is solved in this article:

1-President has unbridled powers as far as tribal areas are concerned. And in all the strikes of government in tribal areas , president had the authority to enforce military might and muscle by the constitution. This is why there has been no suo moto action or any writ claimed by supreme court or any other court.

(3) No Act of Majlis- e- Shoora (Parliament) shall apply to any Federally Administered Tribal Area or to any part thereof, unless the President so directs, and no Act of Majlis- e- Shoora (Parliament) or a Provincial Assembly shall apply to a Provincially Administered Tribal Area, or to any part thereof, unless the Governor of the Province in which the Tribal Area is situate, with the approval of the President, so directs; and in giving such a direction with respect to any law, the President or, as the case may be, the Governor, may direct that the law shall, in its application to a Tribal Area, or to a specified part thereof, have effect subject to such exceptions and modifications as may be specified in the direction.

(4) Notwithstanding anything contained in the Constitution, the President may, with respect to any matter within the legislative competence of Majlis- e- Shoora (Parliament), and the Governor of a Province, with the prior approval of the President, may, with respect to any matter within the legislative competence of the Provincial Assembly make regulations for the peace and good government of a Provincially Administered Tribal Area or any part thereof, situated in the Province.

(5) Notwithstanding anything contained in the Constitution, the President may, with respect to any matter, make regulations for the peace and good Government of a Federally Administered Tribal Area or any part thereof.

(6) The President may, at any time, by Order, direct that the whole or any part of a Tribal Area shall cease to be Tribal Area, and such Order may contain such incidental and consequential provisions as appear to the President to be necessary and proper:

Provided that before making any Order under this clause, the President shall ascertain, in such manner as he considers appropriate, the views of the people of the Tribal Area concerned, as represented in tribal jirga.

(7) Neither the Supreme Court nor a High Court shall exercise any jurisdiction under the Constitution in relation to a Tribal Area, unless Majlis- e- Shoora (Parliament) by law otherwise provides: Provided that nothing in this clause shall affect the jurisdiction which the Supreme Court or a High Court exercised in relation to a Tribal Area immediately before the commencing day.

i told if iran will go nuclear others will follow & thats bad 4 humanity
G: if we should help islamic countries in n-field?
i said no
G: why? when west & us r helping israel.
if they r doing wrong why should we?

(our talk turned some how)
our president is out to middle east to strive a islamic block. my statement
G: is it possible? not in 1400 yrs
yes most countries eill agree. then we can work together & our bomb will work 4 their strength.(in btw he asked abt defence of those countries)
G: how is it posible? why we didntb help them in 1967?
we didnt have any military relations at that time. now we can have them.
G: then we will help them?
no but their enemies will fear that. & thats what is required.
M1:whats happening in south america?

M3: why u answer after thinking?
sir i have read a lot about all these things(my hobby reading books) their pros & cons . i try to analyse 4 a moment then answer.
M3: isnt it better to say yes or no instead of it can be or it cant be?
sir that depends on the questions. bla bla.....
M3: what do u think is better a bad decision or no decision?
sir a bad decision but we should go 4 a decision
G: ok.tell us about enlighten moderation/
i said a good concept to portray soft image of islam

then he came to my beard. questions why having? why trimmed? will u ask ur younger bros to go 4 prayers? will u ask ur subordinates?
i replied yes but will not as such pursue them. he said islam says other thing. use stick 4 child when he is 10/
i tried this & taht yes no.
G: thankyou gentleman.
tahnkyou sir
and i left the room.

well it was a good sitting. except last part. i was cool and confident and even at times a bit aggressive.

i even obstructed the general once. in the end. perhaps when he was discussing moderation. he said first listen my q and then answer. i said sorry & a bit of smile. actually i was smiling at many times especially when they cross questioned & i was expecting that q.

well done

well ...mr.. giyan chand... the interview u have posted is really excellent.... and the answers u gave were impressing too.. one thing important perhaps is this that u have been much more expressive in your thoughts.. great... the question of Kala bag dam was asked frrom me too.. and i answered more or less the same.... well.. wish u best of luck
... ur preparation seems to be very much preplanned and focussed or so u have come out of it..

Jani Abro Tuesday, February 06, 2007 01:45 AM

Great....I m impressed by the way u conducted urself...However u could ve made ur answers more impressive by being impartial ( somewhere u supported Army for doing things that are nt within its domain to do ), argumentative ( U could ve taked more abt Kashmir problem and Kalabagh Dam ) and daring ( U could ve said that desecration of ur temples were religiously motivated and no political motive could be attributed for it )......

giyan chand Tuesday, February 06, 2007 09:21 PM

thanx dear JANNI ABRO SAHIB for ur analytical view of my interview...i think my support for the army was not without reasoning n apart from this i did not suported army bluntedly...on kashmir and kalabagh dam i wanted to say more however thier gestures and facial expressions stoped me as if they had got thier answers and thus they proceede as for as Desecration of Mandirs are concerned i did not say that undaring or i had no fear of those army generals etc however i said what i saw...i myself witnessed those events n it was realy not fully religiosly motivated.. saw the politics behind those attacks...HOWEVER IM MUCH PLEASED BY YOUR ANALYSIS THANX AGAIN...

Londoner Tuesday, February 06, 2007 10:44 PM

Well Done Mr.Giyan Chand,

Your interview generally spkng went quite balanced. If it went exactly as u wrote here, then i have no doubt tht ur written score was too big to b overlooked by the panel for some allocation n it really seemed interested having a minority guy infornt of them(a rarity indeed) with patriotic zeal outbursting n overall a positive, confident attitude. And more cuz u belong to minority n wd join a few handful of minority CSPs in our 60 years history, contrary to what v see a number of indian muslims ending up ICS officers. Its what our Quaid had dreamt about n a and such a panel do take such things into account.

On Kashmir, yes u contradicted urself. When u support 4 points of General, wherefrom comes Plebicite?U shud rather have said tht General's points are very much in line with stuff like plebiscite n then wd have justified them in how much they are alternate to a plebiscite n dont loose sight of Kasmiri people's wishes.

On Desecration of temples,he did'nt ask u religiously motivated but, indigenous reaction,so u shud have rather said that indigenous to the extent of politico-economic level,n religiouis to the extent of religious extremism in some local circles

Anyways, over all it went as a good interview and b positive for good result.May u succeed in ur endeavors.

Regards

interviews conducted at Quetta centre

well dears , here are some interviews conducted (inclucding of myself) in 2006 at quetta centre. i had collected this by then to send it to my friend who was appearing from other centre. so , here are these for u all ..

first of all .. i may tell u some of general things regarding interview then i move to actual interview of the candidates conducted here.
it was almost general interview conducted from every one here in the centre.. they were friendly nd congenial atmosphere was what they wanted to give to the candidates.
..the Psychological interview mostly depended on the background of the candidate and the things he had written in his psychological test .. especially the question the candidates had answered regarding their personality traits and so on.. and the events of the year that u had written ... however in some cases they did not touch the events one had written in the psychological test....
they rarely touched the subjects whether optional or compulsory... how ever some of the candidates were hurled with the questions from optional subjects but they(interview panel ) touched only the basics or general view of the subjects .
The most of the time was consumed by the Chairman himself and from thirty minutes (as here every one was made to sit for thirty minutes) hardly other members asked simply two two questions or so .... otherwise it was chairman himself that he tried to irritate, instigate, pressurise, and puzzle the candidate.... he most of times counterargued on the question .. sometimes with smile (u know) and sometimes behaving as if he gets angry over certain responses.....
however.. .good thing about him(chairman).. rather for all .. that they gave sufficient time to candidate to express himself .. they did not intervene... while the candidate was talking ... only they listend calmly and saw how does the candidate express himself .

Candidate one :

his optional subjects: economics, political science and constitutional law.
(following is the interview of the very first candidate at the interview..)

chairman: come , come youngman..mr........ (very warm welcome to the candidate)....
chairman: first of congratulations to u .. on passing exam ..
chairman: introduce ur self..:
chariman: ok gentle we are not here to ask what is two plusttwo.. so be relaxed..
chairman:what do u know about balochistan crises?
Q: what is the future of Balochistan?

chairman:should Bugti have been killed?
Q: if you are finance minister how would u plan for the developement of blaouchistan.
Q:Indo - us deal
Q:Should we form another province combing Pathans of NWFP , balochistan and afghanistan?
Q: why police?
Q: heard that baloches are lazy.. is it true?
... and it is over.. and now the chairman :ok gentleman.. now go and promise tht you will not study atleast for three days.. just would enjoy the life..
Candidate: thnk u sir.. thank u all ...

Candidate no: 2( interview)
after the introduction to him ...( the candidate belonged to area somewhere near dera Bugti)

Q:wht do u think about balochistan
Q:Baloch say that cantonment should not be built why? is it not against developement tht baloch think ..?
Q:Do u think balochistan crises can be solved?
Q: NFC ----interim award.......is it satisfying for Balochistan?
Q:Tell something\anything about Russian Constitution?( his was constitutional law subject... the candidate told the feautre of the russian constitutional law.. and they did not further ask him questions)
Q:Baloch do not like musharaf ; what do u say if he is elected as president for another five years?
Q:The world cup of cricket is approaching .......if u are made captain of pakistani team what would be ur strategy with regard to selection of team and winning the world cup( candidate had mentioned in his hobbies .. cricket as favorite sport)

Q: Opportunities come or created?
Q: are u baloch first or Pakistani first?

Thank you..

Candidate # 3.

his optional subjects were: indian history..sociology..journalism..constituional law and sindhi.

After welcoming the candidate and offering him a seat...

chairman: tell us something about ur family background, your academic record and what have u been doing all these years.
Chairman: it seems most of time u have been in sindh .. so u might know much about sindh?
Chairman: ok ; construction of Kala bag dam ..... what is the viewpoint of Sindh.... ok tell us first of all point of view of sindh, then of federal govt. or wapda .. then in the last tell about ur point of view...

chairman: you talk about consensus... but Musharaf sahib in his speeches says" that he would go for construction of kala bag dam... he does not talk abou consensus..
Chairman: do u think sindh will go violent if dam is constructed?
chairman: ok suppose....the dam is built... there will be for some months..say one or two .. protests and processions ... then every thing will be ok.....why should we not go for dam..

now chairman gives turn to other members..
Member 1: what do u say about corruption?
=======: how can we eliminate corruption?
=======:said it is that NAB has been formed only to haunt the politicians.. is it true?
.... while the candidate was busy answering the question of member one that other member intervened saying.." can i ask question"'''''' but chairman told him to wait..
Member 2: what are the similarities with regard to consensus of kashmir and kala bag dam..
member 2: how do u think consensus can be developed? what should we do?
member #3: well.. i have only two questions for u ...why police not on the top? ( this member who is retired i.G asks question to evry one about police .. and likes them to answer positivily abut police group)

Member # 3 : you have written here that u contribute letters and articles to newspapers.. so being a journalist have u ever written about national integration..?

chairman: ok gentlemen now ur interview is over... now be relaxed and tell me what difficulties did u face in Fpsc examinaiton...

chairman:does cheating prevail in the exam...
chairman: what about .. do staff of FPSC help the candidates in any away...
:
chairman.; what do u think that it needs no improvement...and it is perfect...

chairman: thank u young man...

(as far as my answer to jurisdiction of supreme court is concerned, it cannot be said wrong. coz although, in constitution, it is written that supreme court has no jurisdiction in tribal areas, but it is also said that it is the custodian of human rights of pakistanis. on this point, a petition was filed by gen(r) hameed gull and others that supreme court should clear this point and SHOULD take notice in this regard. on it c.j (iftikhar ch) said that he will look into this issue only if someone from tribal areas will come 2 him 4 his protection of human right. so he admitted that this matter is in confusion & this should be cleared)
