first in the 1979 ordinance, the local governments were at the behest of provincial government. provincial govt could dismiss them anytime. and local govt had no power to raise their own revenue. moreover at that time, the dC was the de-facto head of the district. all the works were performed by the DC and the provincial govt relied on him.
in the 2001 , executive magistracy was taken from DC. DCO was now reporting to the newly created office of NAZIM. the acr of DCO was written by NAZIM. these local govts had the power to raise their own revenue. many subjects were transferred to local govts. sanitation, sewerage, street lighting, culture and youth etc. provincial govt was now responsible for devising laws, trans-district functions etc
so the 1979 system heavily favoured the DC.
