While I would advise your family not to stress, note that there is a high likelihood that he will not be allocated into the top services in which public interaction is the most.
While in theory there is no discrimination, your brother is to be selected as the face of the government and while I understand and sympathise with his inherited disorder and pray for the best, practically speaking, he will have to overcome this shortcoming through strength and character.
While the eyesight issue is technical and he may be disqualified from certain groups, the problem lies with the main interview panel in which he will have to present his best self.
