Water Management

On Farm Water Management (OFWM) Program was initiated during 1976-77 to implement a water conservation strategy at the farm level. It mainly comprises of controlling conveyance losses in distribution network and increasing application efficiency of crop irrigation. Improvement of community watercourses has remained key component of all OFWM projects implemented with assistance of the World Bank, USAID, International Fund for Agricultural Development (IFAD), Overseas Economic Corporation Fund (OECF) now Japan Bank for International Cooperation (JBIC), Asian Development Bank (ADB) etc. Implementation of various OFWM schemes has proved to be very effective and beneficial approach. On Farm Water Management technologies package has, therefore, been widely accepted by the farmers, planners, and policy makers at national as well as international level. About 22,971 watercourses out of 58,110 watercourses had been improved under different projects in the Punjab until 2003 when it was decided to accelerate the pace of watercourse improvement.

Accordingly, National Program for Improvement of Watercourses was launched during 2003-04 which is under implementation throughout the country. Its Punjab component has an outlay of Rs. 28,223.50 million for improvement of 28,000 watercourses in irrigated areas and development/improvement of 2,000 irrigation schemes in barani tracts of the province. Original project gestation period was from 2004-05 to 2007-08 and the federal government has extended the project period for two more years (2008-09 to 2009-10). Under the said program, 15,128 watercourses have been improved and 3,711 irrigation schemes have been installed by the year 2008-09.

On Farm Water Management Project (OFWMP) was a national program. It was not limited to Punjab only rather was implemented in other provinces as well. As the authority was given to provinces for effective implementation, Punjab did it quite successfuly than other provinces.
