True Islamic State is the one in which Islamic Shariat is completely exercised. An Islamic State is an institution of Islamic ideology. Main aim of Islamic State is to establish the just and stable political order according to Quran and Sunnah. Each and every part of Islamic Shariat is purely implemented.

While theocracy is the form of government in which state is governed by a particular religious group or sector. In Islamic theocracy, the ruler adopts only those points of Islamic Shariat which he thinks suitable for him. Governments of Irani Shias, Saudi Wahhabis and Afghan Talibans cannot be termed as pure Islamic States. Because they are following those aspects of Islamic Shariat that suits with their religious beliefs.

Islamic state is a state governed according to Islamic Principles, and state religion is Officially Islam, Legislation is made according to Glorious Quran and Sunnah. e.g Pakistan (Although many would disagree).
A Theocracy is state governed by any religious fundamentalists claiming they r divinely guided, e.g Vatican city where Head of state is Pope.

Islam says men and women are equal. Women can also perform in various spheres of life. Education is also necessary for women. But according to Taliban, women should be kept in homes. They are against education of women. They are also against rights of Women.

In a true Islamic State, each and every aspect of Shariat should be followed.

“Seeking knowledge is a duty of every Muslim, man or woman”. (Al-Tirmidhi Hadith 218)

If a daughter is born to a person and he brings her up, gives her a good education and trains her in the arts of life, I shall myself stand between him and hell-fire." (Kanz al-Ummal, reported by Abdullah ibn Mas'ud).
