Default Do we have to mention exact article of the convention?

While answering the International Law questions we have to mention the exact article of the convention, pact OR we have to give a mere interpretation & produce every thing in our own words?

For instance, in hijacking question

1. The article XX of Tokyo Convection says that ".........................".

2. According to Tokyo Convention ............................


Which one of the above is preferable?
Is it necessary to mention the exact source for the every thing said??

No.1 is better.Ideally one has to quote the exact law and then move on to it's commentary by renowned authors.

Dear aarizahmad,

In International Law Articles are Pacts are comprehensively described, so it is not easy to cram all those. But if it consist of few sentences than reproduce that and interpret afterwards with the help of author and your own rationale.

Following the first step means that you are reproducing the same, so go for that only if you are sure and diligent enough to quote the same, where required and desired.
